THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show award of the Purple Heart (PH) and Combat Infantryman Badge (CIB).
2. The applicant makes no statement.
3. The applicant provides:
* DA Form 4187 (Personnel Action) for PH
* DA Form 4187-1-R (Personnel Action Form Addendum) for PH
* Permanent Orders (PO) 278-004 for CIB
* DD Form 214
CONSIDERATION OF EVIDENCE:
1. The applicant's military records show he enlisted in the Washington Army National Guard (ARNG) in pay grade E-1 on 16 August 2005. He completed training and was awarded military occupational specialty 11B (Infantryman).
2. He was ordered to active duty in support of Operation Iraqi Freedom and entered active duty on 18 August 2008.
3. PO 188-004 issued by Headquarters, 3rd Sustainment Command (Expeditionary), Joint Base Balad, Iraq, dated 7 July 2009, awarded him the PH for wounds received as a result of hostile enemy action on 14 June 2009 in Iraq.
4. PO 278-004 issued by Headquarters, 3rd Sustainment Command (Expeditionary), Joint Base Balad, Iraq, dated 5 October 2009, awarded him the CIB for engaging or being engaged by the enemy on 14 June 2009.
5. He was honorably released from active duty to the control of the ARNG in pay grade E-4 on 25 August 2009 for completion of required active service. He completed 1 year and 8 days of net active service with no lost time. He also was credited with 9 months and 7 days of foreign service. Item 18 (Remarks) of his DD Form 214 shows he served in Iraq from 25 October 2008 through 30 July 2009.
6. His DD Form 214 also shows he was awarded or authorized the:
* Army Commendation Medal
* Army Achievement Medal (2nd Award)
* National Defense Service Medal
* Global War on Terrorism Service Medal
* Iraq Campaign Medal (ICM) with one "campaign" star
* Army Service Ribbon
* Overseas Service Ribbon
* Armed Forces Reserve Medal with "M" Device
* Driver and Mechanic Badge with Driver-Wheeled Vehicle (S) Clasp
7. There is no evidence of any disciplinary action during his period of active service. There also is no evidence of a commander's disqualification for the first award of the Army Good Conduct Medal (AGCM).
8. By message, dated 8 February 2005, the U.S. Army Human Resources Command Military Awards Branch provided clarification for award of the Army Good Conduct Medal. It stated Reserve Component (RC) Soldiers mobilized to active duty under Title 10 are performing "active Federal military service" and are therefore eligible to be awarded the AGCM. The qualifying periods of service must be continuous enlisted active Federal service. The period of service for the AGCM begins and the Army Reserve Components Achievement Medal (ARCAM) ends the first day the mobilized RC Soldier is serving on active duty. The period of service for the AGCM ends the last day the mobilized RC Soldier is performing active duty.
9. Army Regulation 600-8-22 (Military Awards) states the ICM is awarded to members who served in direct support of Operation Iraqi Freedom. The area of eligibility encompasses all the land area of the country of Iraq, the contiguous water area out to 12 nautical miles, and all air spaces above the land area of Iraq and above the contiguous water area out to 12 nautical miles. The ICM period of eligibility is on or after 19 March 2003 through 31 December 2011. A bronze service star is authorized for wear with this medal for participation in each credited campaign. Approved campaigns are:
* Liberation of Iraq (19 March 2003-1 May 2003)
* Transition of Iraq (2 May 2003-28 June 2004)
* Iraqi Governance (29 June 2004-15 December 2005)
* National Resolution (16 December 2005-9 January 2007)
* Iraqi Surge (10 January 2007-31 December 2008)
* Iraqi Sovereignty (1 January 2009-31 August 2010)
* New Dawn (1 September 2010-31 December 2011)
DISCUSSION AND CONCLUSIONS:
1. Permanent orders awarded the applicant the PH and CIB during his period of service in Iraq. Therefore, he is entitled to correction to his DD Form 214 to show these awards.
2. The applicant's service in Iraq from 25 October 2008 through 30 July 2009 coincided with two approved campaigns, Iraqi Surge and Iraqi Sovereignty. Therefore, he is entitled to correction of his DD Form 214 to show award of the ICM with two bronze service stars.
3. The evidence of record shows the applicant appears to meet the criteria for the first award of the AGCM for his honorable period of active duty. There is no evidence of any disciplinary actions or a commander's disqualification that would have precluded the applicant from being awarded the first award of the AGCM. Therefore, he should be awarded the AGCM (1st Award) for his honorable period of active Federal service from 18 August 2008 through 25 August 2009 and his DD Form 214 should be corrected to show this award.

The Board determined the evidence presented is sufficient to warrant a recommendation for relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by:
a. awarding him the AGCM (1st Award) for the period 18 August 2008 through 25 August 2009,
b. deleting award of the ICM with one "campaign" star from his DD Form 214, and
c. adding the following awards to his DD Form 214:
