THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests that his DD Form 214 (Armed Forces of the United States Report of Transfer or Discharge) be corrected to show in item 23a (Specialty Number and Title) that his specialty number and title were 64B2O Heavy Wheel Vehicle Driver.
2. The applicant states that his first advanced individual training (AIT) was for military occupational specialty (MOS) 64A1O (light wheel vehicle driver) and his second AIT was at Fort Carson, Colorado for MOS 64B2O.
3. The applicant provides copies of his DD Form 214 and separation orders showing his MOS as 64B2O.
CONSIDERATION OF EVIDENCE:
1. Title 10, U.S. Code, section 1552(b), provides that applications for correction of military records must be filed within 3 years after discovery of the alleged error or injustice. This provision of law also allows the Army Board for Correction of Military Records (ABCMR) to excuse an applicant's failure to timely file within the 3-year statute of limitations if the ABCMR determines it would be in the interest of justice to do so. While it appears the applicant did not file within the time frame provided in the statute of limitations, the ABCMR has elected to conduct a substantive review of this case and, only to the extent relief, if any, is granted, has determined it is in the interest of justice to excuse the applicant's failure to timely file. In all other respects, there are insufficient bases to waive the statute of limitations for timely filing.
2. The applicant was inducted on 18 March 1969. He completed his basic training at Fort Bliss, Texas and his AIT as a 64A1O at Fort Polk, Louisiana. He was then transferred to Fort Carson, Colorado for on-the-job training as a 64B2O.
3. He completed his training and was transferred to Fort Hood, Texas where he remained until he was transferred to Vietnam on 15 March 1970. He was advanced to the pay grade of E-3 in MOS 64B2O on 1 June 1970 and to the pay grade of E-4 in MOS 64B2O on 5 November 1970.
4. He departed Vietnam on 6 February 1971 and was transferred to Fort Lewis, Washington where he was honorably released from active duty (REFRAD) as an overseas returnee. He had served 1 year, 10 months and 21 days of active service.
5. The applicants separation orders show his MOS as 64B2O; however, his DD Form 214 shows in block 23a that his specialty number and title are "64A1O LT VEH DRV."
DISCUSSION AND CONCLUSIONS:
1. The applicants contention that his DD Form 214 should be corrected to show his specialty number and title as 64B2O Heavy Wheel Vehicle Driver has been noted and found to have merit.
2. The applicant successfully completed training as a 64B2O Heavy Wheel Vehicle Driver and was advanced to the pay grades of E-3 and E-4 in that specialty.
3. Accordingly, 64B2O became his primary specialty and should be reflected on his DD Form 214.

BOARD DETERMINATION/RECOMMENDATION:
1. The Board determined that the evidence presented was sufficient to warrant a recommendation for relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by showing in block 23a of his DD Form 214 that his specialty number and title are 64B2O Heavy Wheel Vehicle Driver.
2. The Board wants the applicant and all others to know that the sacrifices he made in service to the United States during the Vietnam War are deeply appreciated. The applicant and all Americans should be justifiably proud of his service in arms.
