		IN THE CASE OF:

		BOARD DATE: 21 August 2008

		DOCKET NUMBER: AR20080011844

THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1. Application for correction of military records (with supporting documents provided, if any).

2. Military Personnel Records and advisory opinions (if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1. The applicant requests that the second set of orders awarding her the Good Conduct Medal be removed from her file.

2. The applicant states that she received two sets of orders for her second Good Conduct Medal and would like to have her records corrected by removing the second set of orders.

3. The applicant provides no supporting documentation.

CONSIDERATION OF EVIDENCE:

1. The applicant enlisted in the Regular Army on 4 April 1996 and has been on continuous active duty service since that time.

2. Detachment B, 55th Personnel Services Battalion Permanent Orders 170-7, dated 19 June 2003, awarded the applicant the Good Conduct Medal (4th award) for the period 6 May 1999 through 5 May 2002.

3. Detachment B, 55th Personnel Services Battalion Permanent Orders 170-7, dated 28 July 2003, awarded the applicant the Good Conduct Medal (2nd award) for the period 6 May 1999 through 5 May 2002.

4. Detachment B, 55th Personnel Services Battalion Permanent Orders 297-92 dated 24 October 2003, awarded the applicant the Good Conduct Medal (2nd award) for the period 6 May 1999 through 5 May 2002.
DISCUSSION AND CONCLUSIONS:

1. The applicant's file contains three sets of orders all awarding her the Good Conduct Meal for the period 6 May 1999 through 5 May 2002.

2. The first set is in error as it lists this award as the 4th award. The second set has the same permanent orders number but lists the awards as the 2nd award, and the third set of orders duplicates the second set.

4. At the time, the applicant had qualified for only two awards of the Good Conduct Medal. As such the 19 June 2003 orders are in error and should be removed from her file.

5. The 24 October 2003 orders duplicate the 28 July 2003 orders and should be removed to prevent further problems for this Soldier.

The applicant states, in effect, that a duplicate order awarding him the Good Conduct Medal (Fourth Award) and the corresponding order revoking that order are filed in the performance section of his OMPF and this may give members of a future Command Sergeants Major promotion selection board a false impression that the award was actually taken away from the applicant. The evidence of record confirms that the applicant was properly awarded the Good Conduct Medal (Fourth Award) by permanent...
