THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests that his DD Form 214 (Certificate of Release or Discharge From Active Duty) be corrected to show that he completed basic training and advanced individual training (AIT) for military occupational specialty (MOS) 11B. 

2.  The applicant states that he completed both basic training and AIT.

3.  The applicant provides copies of an Infantry Training Diploma, dated 
19 January 2007; his DD Form 214, dated 7 March 2007; orders awarding him MOS 11B1O; his DD Form 1966/series (Record of Military Processing [enlistment documents]), dated 12 December 2007.  

CONSIDERATION OF EVIDENCE:

1.  The applicant entered active duty in the Regular Army on 26 September 2006. 

2.  The Infantry Training Diploma, dated 19 January 2007, shows he completed individual infantry training between 29 September 2006 and 19 January 2007.   Orders Number 335-2882, Headquarters, U.S. Army Infantry Center, dated 
1 December 2006, awarded the applicant MOS 11B1O.    


3.  The applicant was separated as a private, pay grade E-1, with an uncharacterized discharge due to entry level performance and conduct on 
7 March 2007.

4.  His DD Form 214 shows "NONE//NOTHING FOLLOWS" in both block 11, Primary Specialty, and block 14, Military Education.  

5.  The applicant reenlisted, with a waiver, on 12 December 2007.

6.  Army Regulation 635-5 (Personnel Separations-Separation Documents) furnishes line by line the instructions for completing the DD Form 214.  It provides:    

   a. Each block of the form must have an entry; when data is not applicable, enter "NA," "NONE" or hyphens, as appropriate.  Avoid abbreviations whenever possible, since the form is often used by civilian organizations. 

   b. Entries in blocks 11, 13, 14, and 18 will begin directly under the block number, flush with the left border, separated by two slash marks "//."  Following the last entry, after the slash marks, add the phrase "nothing follows."
   
   c.  Block 11, Primary Specialty, "…enter the titles of all MOS or AOC served for at least 1 year and include for each MOS/AOC the number of years and months served…" 

   d.   Block 14 (Military Education), "…list formal in-service (full-time attendance) training courses successfully completed during the period of service covered by the DD Form 214.  This information is to assist the Soldier in job placement and counseling; therefore, do not list training courses for combat skills."

DISCUSSION AND CONCLUSIONS:

1.  The applicant states that he completed both basic training and AIT.

2.  The record shows that the applicant did complete basic training and AIT and was awarded MOS 11B1O as an infantryman. 

3.  However the governing directive, Army Regulation 635-5 states that training courses for combat skills are not to be listed on the DD Form 214 and neither are MOS's that are held for less than a year.  

4.  Therefore, basic training,  AIT and the applicant's MOS should not be listed on the applicant’s DD Form214. 

5.   In order to justify correction of a military record the applicant must show to the satisfaction of the Board, or it must otherwise satisfactorily appear, that the record is in error or unjust.  The applicant has failed to submit evidence that would satisfy this requirement.

6.  The actions by the Army in this case were proper, and there is no doubt to be resolved in favor of the applicant.
