THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests, in effect, correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to add in:
* item 11 (Primary Specialty) the entry 11B1O (Infantryman)
* item 14 (Military Education) the entry Global Maritime Distress and Safety System (GMCSS) Course from 27 March 2006 through 7 April 2006
* item 14 the entry Bridge Resource Management Course (BRMC) from
15 May 2006 through 19 May 2006
2. The applicant states he has the documentation to prove the requested entries are valid.
3. The applicant provides:
* his DD Form 214
* a BRMC Certificate of Training
* a GMDSS Certificate of Training
* an Individual Infantry Training Diploma
CONSIDERATION OF EVIDENCE:
1. On 11 October 1988, the applicant enlisted in the Regular Army for 3 years.
He remained on active duty through a series of reenlistments and extensions.
2. Permanent Orders 174-017, issued by Headquarters, 10th Mountain Division, Fort Drum, NY, dated 11 October 1989, awarded him the Expert Infantryman Badge for attainment of superior technical skills, knowledge, and proficiency in the infantryman field on 25 September 1989.
3. The applicant retired on 31 October 2008. Item 11 of his DD Form 214 shows his MOS as 88K44 Watercraft Operator - 17 Year and 2 Months. Item 14 shows the:
* Advanced Noncommissioned Officer Course (ANCOC), 1999
* Basic Noncommissioned Officer Course (BNCOC), 1994
* Marine Radar Observer, 1999
* NBC Officer, 1990
* Primary Leadership Development Course, 1994
* Recruiting Management, 1997
* Watercraft Operator, 1991
4. The Expert Infantryman Badge is shown in item 13 (Decorations, Medal, Badges, Citations and Campaign Ribbons Awarded or Authorized) of his
DD Form 214.
5. The applicant submits a Certificate of Training showing he successfully completed BRMC, which he attended from 15 May 2006 through 19 May 2006. He submits a Certificate of Training showing he successfully completed a GMDSS Course which he attended from 27 March 2006 through 7 April 2006. He also submits a diploma showing he successfully completed Individual Infantry Training on 26 January 1989.
6. The available records do not contain the orders showing the date he was awarded MOS 11B or orders showing the date MOS 11B was withdrawn.
7. The applicant's Enlisted Record Brief (ERB), dated 15 October 2008, shows he performed duties in an infantryman MOS from 7 February 1989 through 23 September 1991. It does not list MOS 11B as a currently-held MOS.
8. Army Regulation 635-5 (Separation Documents) governs the preparation of the DD Form 214. It states that the DD Form 214 is a synopsis of the Soldier's most recent period of continuous active duty. It provides a brief, clear-cut record of active Army service at the time of release from active duty, retirement or discharge. It directs that the titles of all MOS served in for at least one year will be entered in item 11 and will include the number of years and months served.
9. Army Regulation 635-5 also states that for item 14, from the ERB, list formal in-service (full-time attendance) training of 40 hours or more successfully completed during the period of service covered by the DD Form 214 by title, length in weeks, and month and year completed.
DISCUSSION AND CONCLUSIONS:
1. The applicant's contentions and his supporting documents have been considered.
2. The available records do not show how long the applicant held MOS 11B; however, his ERB does show that he served in an infantryman MOS from 7 February 1989 through 24 September 1991. His records also show he was awarded the Expert Infantryman Badge in Permanent Orders 174-017, dated 11 October 1989. He would have had to be in an infantry MOS in order to be awarded the Expert Infantryman Badge. Therefore, item 11 of his DD Form 214 should be corrected to show "11B1O Infantryman - 2 Year, 7 Months."
3. His records also show that he completed BRMC, which he attended from 15 May 2006 through 19 May 2006 and a GMDSS Course which he attended from 27 March 2006 through 7 April 2006. Therefore, item 14 of his DD Form 214 should be corrected to include these courses.
