THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests that his DD Form 214 dated 13 June 2008 be corrected to reflect in block 11, Primary Specialty, his Reserve military occupational specialty (MOS) of 92F1O (Petroleum Supply Specialist).

2.  The applicant states, in effect, that he was given very short notice of his separation and at the time he was outprocessing, he notified outprocessing personnel that his Reserve MOS was missing from his DD Form 214 and was told that there was no evidence of such in his records.

3.  The applicant provides copies of his DD Forms 214, copies of his service school academic reports (DA Form 1059) and his diploma for completion of the Petroleum Supply Specialist course, orders awarding him a primary MOS (PMOS) of 92F1O and a secondary MOS (SMOS) of 11B1O, and a copy of his orders honorably discharging him from the United States Army Reserve (USAR) on 15 March 2007.

CONSIDERATION OF EVIDENCE:

1.  1.  On 20 November 1997, the applicant enlisted in the USAR for a period of 8 years under the delayed entry program.  He enlisted in the Regular Army on 12 January 1998 for a period of 2 years and 15 weeks and training in the infantry career management field.  He completed his one-station unit training at Fort Benning, Georgia, which included 13 weeks of training as a light weapons infantryman (11B) and 2 weeks of training as a fighting vehicle infantryman (11M).
2.  Upon completion of his training he was transferred to Fort Hood, Texas, for his first and only permanent duty assignment.  He remained at Fort Hood until he was honorably released from active duty in the pay grade of E-4 on 25 April 2000 due to completion of required service.  He was transferred to the USAR Control Group (Annual Training) to complete his statutory service obligation.

3.  On 25 May 2000, the applicant was voluntarily transferred to a USAR troop program unit at March Air Force Base, California.

4.  On 1 September 2006, the applicant completed a 28-day Petroleum Supply Specialist Course at Sierra Army Depot and on 2 September 2006, he was awarded the PMOS of 92F1O and a SMOS of 11B1O.

5.  On 15 March 2007, he was honorably discharged from the USAR for the purpose of enlisting in the Regular Army.

6.  On 15 March 2007, he enlisted in the Regular Army in the pay grade of E-4 for a period of 3 years and training as an Army Bandsman at the Army School of Music.  He arrived at the School of Music in March and on 28 June 2007, he was disenrolled for failure to meet the minimum requirements of the course.

7.  He remained at Fort Eustis, Virginia, until he was honorably discharged on 13 June 2008, under the provisions of Army Regulation 635-200 (Active Duty Enlisted Administrative Separations), paragraph 5-13, due to a personality disorder.  His DD Form 214 reflects in block 11 that his PMOS was 11B1O Infantryman.

8.  Army Regulation 635-5 (Separation Documents) serves as the authority for the preparation of the DD Form 214.  It provides, in pertinent part, that the titles of all military occupational specialties served in for at least 1 year and the number of years and months served will be entered in item 11.  For personnel who attain MOS qualification while serving in the USAR and who are subsequently ordered to active duty, the years and months of active duty served will be entered.

DISCUSSION AND CONCLUSIONS:

1.  The applicant's contention that his USAR MOS of 92F1O should be reflected on his DD Form 214 has been noted and found to have merit.

2.  The applicant was awarded the MOS of 92F1O on 2 September 2006, and on 15 March 2007, some 6 months later, he enlisted in the Regular Army for training as a bandsman.  He served 1 year and 3 months of active duty and therefore is entitled to have the MOS 92F1O Petroleum Supply Specialist - 1 year 3 months entered in block 11 of his DD Form 214, dated 13 June 2008.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by adding to block 11 of his DD Form 214 dated 13 June 2008 the entry "92F1O Petroleum Supply Specialist - 1 year 3 months."
