IN THE CASE OF: BOARD DATE: 11 May 2010 DOCKET NUMBER: AR20090018627 THE BOARD CONSIDERED THE FOLLOWING EVIDENCE: 1. Application for correction of military records (with supporting documents provided, if any). 2. Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction to his DD Form 214 (Certificate of Release or Discharge from Active Duty) Item 11 (Primary Specialty) to add the military occupational specialty (MOS) 11B1G (Ranger) and Item 14 (Military Education) to show he completed the Ranger and Air Assault Schools. 2. The applicant states that the Ranger and Air Assault Schools and the MOS 11B with special qualification (SQI) "G" were erroneously omitted from his DD Form 214. 3. In support of his application, the applicant provides copies of his Air Assault Course completion diploma, his Air Assault Badge orders, his Ranger Course completion diploma, his Ranger Tab orders, and his Enlisted Record Brief (ERB). CONSIDERATION OF EVIDENCE: 1. The applicant's military record shows he enlisted in the U.S. Army Reserve (USAR) Delayed Entry Program (DEP) on 27 April 2006. He was discharged from the USAR DEP on 13 June 2006 and he enlisted in the Regular Army in pay grade E-2 on 14 June 2006, for 3 years. He completed basic combat and advanced training and was awarded MOS 11B (Infantryman). 2. He submitted a copy of his course diploma, dated 13 April 2007, for completion of the Air Assault Course and a copy of his orders, dated 13 April 2007, for award of the Air Assault Badge. 3. He further submitted a copy of his orders, dated 29 April 2008, for award of the Ranger Tab and a copy of his course diploma, dated 20 May 2008, for completion of the Ranger Course. 4. His ERB shows his primary MOS as 11B and does not show he attained the SQI of G. Section IX - Assignment Information, shows he served in the duty MOS of 11B2G beginning on 1 June 2009. 5. He was honorably released from active duty in pay grade E-4 on 3 October 2009, at the completion of required active service. He was transferred to the USAR Control Group (Reinforcement) to complete his remaining Reserve obligation. 6. Item 11 of his DD Form 214 shows the following entry: 11B1O Infantryman - 2 years, 11 months//Nothing Follows. Item 14 shows he completed 1 week of the Combat Life Savers Course in 2007//Nothing Follows. 7. Army Regulation 635-5 (Separation Documents) governs the preparation of the DD Form 214. It states that from information taken from the Enlisted Record Brief/Officer Record Brief, Item 11 will include the title of all MOS and Area of Concentration (AOC) served for at least one year and include for each MOS/AOC the number of years and months served. Item 14 would list in-service training courses successfully completed during the period covered by the DD Form 214 prepared. The list would include the title, length in weeks, and year completed. The information was to assist the Soldier in job placement and counseling; therefore, training courses for combat skills were not listed. DISCUSSION AND CONCLUSIONS: 1. The evidence submitted by the applicant shows he successfully completed the Air Assault Course in April 2007. Because air assault training is not strictly a combat skills course and could be applied to certain civilian occupations, such as search and rescue operations, item 14 of the applicant's DD Form 214 should be amended to show he completed the Air Assault Course. 2. The evidence submitted by the applicant also shows he successfully completed the Ranger Course in May 2008; however, this course is strictly a combat skills course. Therefore, there is no basis for adding this course to his DD Form 214. 3. He contends that Item 11 of his DD Form 214 should reflect MOS 11B1G. Evidence shows he completed the required course, attained SQI of "G" as a result of successfully completing the Ranger Course, and served at least one year in MOS 11B1G. Therefore, he is entitled to correction of Item 11 of his DD Form 214 to show the entry 11B1G Infantryman (Ranger Qualified) - 1 year, 5 months 4. In view of the foregoing, the applicant’s records should be corrected as recommended below. The Board determined that the evidence presented was sufficient to warrant a recommendation for partial relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by: a. adding to Item 11 of his DD Form 214 the entry "11B1G Infantryman (Ranger Qualified) - 1 year, 5 months," b. adding to Item 14 of his DD Form 214 the entry "Air Assault School, 2 weeks, April 2007," and c. providing him a correction to his separation document that includes these changes. 2. The Board further determined that the evidence presented is insufficient to warrant a portion of the requested relief.
