The Board considered the following evidence:
Exhibit A - Application for correction of military records.
Exhibit B - Military Personnel Records (including advisory opinion,
if any).
THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests, in effect, that his DD Form 214 (Certificate of
Release or Discharge from Active Duty) be corrected to show his Military
Education.
2. The applicant states, in effect, that he does not have any of his
military schools listed on his DD Form 214 for the period 20 March 2002 to
23 April 2005.
3. The applicant provides:
a. a copy of two DD Forms 214;
b. a copy of Headquarters, U.S. Army Infantry Center Permanent Orders
244-103, dated 31 August 2000;
c. a copy of Headquarters, U.S. Army Infantry Center Permanent Orders
289-2906, dated 16 October 2003;
d. a copy of a Diploma for Airborne Course completion, dated 24
October 2003; and
e. a copy of Certificate of Completion for Supervisor Development
Course (SDC), Manager Development Course (MDC), and Action Officer
Development Course (AODC).
CONSIDERATION OF EVIDENCE:
1. The applicant is requesting correction of an alleged error which
occurred on 23 April 2005, the date of his discharge from active duty. The
application submitted in this case is dated 14 March 2006.
2. The applicant's records show that as a member of the Army National
Guard he entered active duty for training on 10 August 1999. He completed
basic combat training and advanced individual training and was awarded the
military occupational specialty (MOS) 12B10 (Combat Engineer). He was
released from active duty training on 24 November 1999.
3. On 25 July 2000, the applicant enlisted in the Regular Army; however,
on
24 October 2000, he was discharged by reason of hardship with service
uncharacterized.
4. He received an approved waiver to enlist in the Regular Army. He
entered active duty on 20 March 2002 for a period of 3 years. He completed
advanced individual training and was awarded the MOS 11B10 (Infantryman).
He was honorably discharged on 23 April 2005 by reason of disability with
severance pay after serving 3 years, 1 month, and 4 days of active service.
5. He submitted three certificates of completion in support of his
application. These certificates of completion were provided by the Army
Institute for Professional Development through the Army Correspondence
Course Program (ACCP).
6. Headquarters, U.S. Army Infantry Center Permanent Orders 244-103, dated
31 August 2000 shows that the applicant was awarded MOS 11B10.
7. Headquarters, U.S. Army Infantry Center Permanent Orders 289-2906,
dated 16 October 2003 shows that the applicant was awarded MOS 11B1P
(Infantryman with parachutist qualification).
8. The U.S. Army Infantry School Diploma shows that the applicant
completed the Airborne Course, dated 24 October 2003.
9. Item 14 (Military Education) of the applicant's 23 April 2005 DD Form
214 shows the entry "NONE//NOTHING FOLLOWS."
10. Army Regulation 635-5 (Separation Documents) prescribes the separation
documents prepared for Soldiers upon retirement, discharge, or release from
active military service or control of the Army. It establishes
standardized policy for the preparation of the DD Form 214. Item 14
(Military Education) states, in pertinent part, from the Enlisted Record
Brief (ERB)/Officer Record Brief (ORB), list formal in-service (full-time
attendance) training courses successfully completed during the period of
service by the DD Form 214. As an exception to full-time attendance, you
list Command and General Staff College and Senior Service Colleges
completed by correspondence course. Include title, length in weeks, and
year completed. This information is to assist the Soldier in job placement
and counseling; therefore, do not list training courses for combat skills.
When in doubt, refer to the course description in DA Pam 351-4 (U.S.
Army Formal Schools Catalog) to determine its usefulness to the Soldier
after transitioning from the Army.
DISCUSSION AND CONCLUSIONS:
1. The applicant contends, in effect, that his military education on his
DD Form 214 is missing.
2. Headquarters, U.S. Army Infantry Center Permanent Orders 244-103, dated
31 August 2000 shows the applicant was awarded the MOS 11B1O on
22 September 2000.
3. The evidence shows that the applicant completed the formal training for
the Airborne Course and was awarded the MOS 11B1P. Therefore, item 14 of
the DD Form 214 should be corrected to show “Airborne Course, 3 weeks,
2003.”
4. The certificates of completion for SDC, MDC, and AODC are
correspondence courses. Based on the governing regulation only courses
requiring formal in-service (full-time attendance) training that were
successfully completed during the period of service covered by the DD Form
214 are to be entered on that form. Therefore, the applicant is not
entitled to correction of his records to show these correspondence courses
in item 14 of the DD Form 214.
5. Likewise, the applicant did not complete Infantryman school during his
last period of active duty.

BOARD DETERMINATION/RECOMMENDATION:
1. The Board determined that the evidence presented was sufficient to
warrant a recommendation for partial relief. As a result, the Board
recommends all Department of the Army records of the individual concerned
be corrected by showing “Airborne Course, 3 weeks, 2003” in item 14 of his
DD Form 214.
2. The Board further determined that the evidence presented is
insufficient to warrant a portion of the requested relief. As a result,
the Board recommends denial of so much of the application that pertains to
adding the Supervisor Development Course; Manager Development Course;
Action Officer Development Course; and Infantryman school to Item 14 of his
DD Form 214.
