      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests, in effect, the removal of permanent orders 357-
25 dated 23 December 1997 and permanent orders number 205-4 dated 24 July
1998 from his Official Military Personnel File (OMPF).

2.  The applicant states that the two cited orders are duplicate orders of
awards of the second and third awards of the Good Conduct Medal (GCMDL) and
they should be removed from his OMPF.  He goes on to state that he has
attempted to have the documents removed by the custodians of his OMPF and
was informed that he had to apply to this Board.  He continues by stating
that he desires to have them removed to remove any indication that he does
not carefully review his OMPF.

3.  The applicant provides copies of the two cited orders and copies of the
other orders awarding him the same awards.

CONSIDERATION OF EVIDENCE:

1.  He enlisted on 6 September 1989 for a period of 4 years and training as
an equipment records and parts specialist.  He successfully completed his
training and has remained on active duty through a series of continuous
reenlistments.  He was promoted to the pay grade of E-6 on 1 June 2003.

2.  Meanwhile, on 21 December 1995, while stationed in Germany, permanent
orders number 355-21 were published awarding the applicant the second award
of the GCMDL for the period of 6 September 1992 through 5 September 1995.
On 23 December 1997, the same Personnel Service Battalion (PSB) published
permanent order number 357-25 again awarding him the second award of the
GCMDL for the period of 6 September 1992 through 5 September 1995.  Both of
those orders are filed in his OMPF.

3.  On 24 July 1998, the same PSB published permanent orders number 205-4
awarding him the third award of the GCMDL for the period of 6 September
1995 through 5 September 1998.  However, on 16 September 1998, the PSB
again issued permanent orders number 259-16 awarding him the third award of
the GCMDL for the period of 6 September 1995 through 5 September 1998.
Both of those orders are contained in his OMPF.




DISCUSSION AND CONCLUSIONS:

1.  The applicant’s contention that his OMPF contains two sets of orders
awarding him the second and third awards of the GCMDL has been noted and
found to have merit.

2.  Permanent Orders number 357-25 dated 23 December 1997 and Permanent
Orders number 205-4 dated 24 July 1998 are duplicate orders of other
permanent orders already contained in his OMPF that award him the second
and third awards of the GCMDL for the same period of service.

3.  Accordingly, it would be in the interest of justice that those
documents be removed from his OMPF and revoked.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief.  As a result, the Board recommends that all
Department of the Army records of the individual concerned be corrected by
removing Permanent orders number 357-25 dated 23 December 1997 and
Permanent Orders number 205-4 dated 24 July 1998 from his OMPF and revoking
those orders accordingly.
