      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests, in effect, removal of 516th Personnel Services
Battalion Permanent Orders Number 101-886, dated 11 April 2001.

2.  The applicant states, in effect, that he should only have one award of
the Good Conduct Medal (First Award) in his records.  He continues that his
records contain two published orders of the same award and approximately
the same period of service.

3.  The applicant provides a copy of 516th Personnel Services Battalion
Permanent Orders Number 101-886, dated 11 April 2001; 516th Personnel
Services Battalion Permanent Orders Number 200-18, dated 19 July 2001; and
a memorandum for the 3rd Military Intelligence Battalion, 501st Military
Intelligence Brigade, dated 9 October 2003, in support of his application.

CONSIDERATION OF EVIDENCE:

1.  The applicant enlisted in the Army on 19 August 1998 for a period of 5
years.  After completion of basic and advanced individual training, he was
awarded military occupational specialty 98XL (EW/Signal Intelligence
Specialist).  He has continued to serve through a series of reenlistments.

2.  516th Personnel Services Battalion Permanent Orders Number 101-886,
dated 11 April 2001, awarded the applicant the Good Conduct Medal (First
Award) for exemplary behavior, efficiency, and fidelity in active Federal
military service during the period 2 August 1998 to 1 August 2001.

3.  516th Personnel Services Battalion Permanent Orders Number 200-18,
dated 19 July 2001, awarded the applicant the Good Conduct Medal (First
Award) for exemplary behavior, efficiency, and fidelity in active Federal
military service during the period 19 August 1998 to 18 August 2001.

4.  The applicant submitted a memorandum from the Adjutant of the 3rd
Military Intelligence Battalion, 501st Military Intelligence Brigade, dated
9 October 2003.  This memorandum stated that Order Number 101-886 which
awarded the applicant the Good Conduct Medal should be revoked because it
was a duplicate order.

5.  Paragraph 1-18 of Army Regulation 600-8-22 (Military Awards) states
that only one decoration will be awarded to an individual for the same act,
achievement, or period of service.
DISCUSSION AND CONCLUSIONS:

1.  The applicant requests revocation of 516th Personnel Services Battalion
Permanent Orders Number 101-886 from his records.

2.  Evidence of records clearly shows that the applicant was awarded two
Good Conduct Medals for the same period of service.

3.  Since regulations prohibits duplicate awards, it would be appropriate
to revoke Orders Number 101-886, dated 11 April 2001.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief.  As a result, the Board recommends that all
Department of the Army records of the individual concerned be corrected by
revoking 516th Personnel Services Battalion Permanent Orders Number 101-
886, dated 11 April 2001.
