The Board considered the following evidence:
Exhibit A - Application for correction of military records.
Exhibit B - Military Personnel Records (including advisory opinion,
if any).
THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests that the permanent orders awarding him the
parachutist badge be removed from his Official Military Personnel File
(OMPF).
2. The applicant states that his OMPF contains a copy of permanent orders
awarding him the parachutist badge; however, he never completed the
airborne training and he desires the order to be removed before it is
reviewed by a promotion selection board.
3. The applicant provides a copy of the order awarding him the parachutist
badge.
CONSIDERATION OF EVIDENCE:
1. The applicant enlisted in the United States Army Reserve under the
Delayed Entry Program (DEP) on 21 October 1993. On 16 August 1994, he
enlisted in the Regular Army for a period of 4 years, airborne training and
training as a chemical operations specialist.
2. He underwent his one-station unit training (OSUT) at Fort McClellan,
Alabama and was transferred to Fort Benning, Georgia on 6 January 1995, to
undergo a 3-week basic airborne training course (class 09-95) ending on
27 January 1995.
3. The applicant did not complete the course and on 20 January 1995, he
was transferred to Fort Hood, Texas. Meanwhile orders were published on
16 January 1995 awarding the applicant the Parachutist Badge. There is no
evidence in the available records to show that those orders were ever
revoked.
4. The applicant has remained on active duty through a series of
continuous reenlistments and was promoted to the pay grade of E-6 on 1 July
2004. He continues to serve as a chemical operations specialist.
5. A review of his records clearly shows that he did not complete his
airborne training and there is no evidence to show that he was ever awarded
an airborne special qualification identifier of “P” to denote parachutist
qualifications.
6. Army Regulation 600-8-22, Military Awards, provides, in pertinent part,
that to be eligible for award of the basic parachutist badge, an individual
must have satisfactorily completed the prescribed proficiency test while
assigned or attached to an airborne unit or the Airborne Department of the
Infantry School.
DISCUSSION AND CONCLUSIONS:
1. It appears that the orders awarding the applicant were issued
prematurely and should have been revoked when the applicant failed his
airborne training after only 2 weeks of training.
2. The evidence of record clearly shows that he did not complete the
training and that he was reassigned to Fort Hood before his class ended.
3. Accordingly, the orders awarding him the parachutist badge should be
removed from his OMPF and revoked by the issuing authority, and a copy of
the revocation provided to the applicant.

BOARD DETERMINATION/RECOMMENDATION:
The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief. As a result, the Board recommends that all
Department of the Army records of the individual concerned be corrected by
removing and revoking the orders awarding him the parachutist badge on
27 January 1995 from his OMPF and providing him a copy of the revocation
instrument.
