      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests that his transcript dated 7 October 2004 be
removed from the Education and Training section on his Official Military
Personnel File (OMPF).

2.  The applicant states his transcript dated 7 October 2004 is a partial
transcript sent to his OMPF before he graduated and received his Bachelors
degree.  His transcript dated 15 December 2003 (sic) is the complete
transcript and includes the award of the Bachelors degree.  He emailed a
representative at the Enlisted Records and Evaluation Center (EREC) and was
informed he had to submit a request to the Army Board for Correction of
Military Records (ABCMR).  He states that there is no reason why both
transcripts should remain in his OMPF.

3.  The applicant provides no documents in support of his application.

CONSIDERATION OF EVIDENCE:

1.  After having had prior service in the Regular Army and the Army
National Guard, he enlisted again in the Regular Army on 25 November 1997.
He has continued to serve on active duty through a series of reenlistments
and is currently serving on active duty in the rank of staff sergeant.

2.  The applicant was issued an official transcript from Grantham
University, Slidell, Louisiana on 7 October 2004.  This transcript was
filed in the Education and Training Data section of his OMPF.

3.  The applicant was awarded a Bachelors of Science Degree in Engineering
Management from Grantham University on 12 November 2004.  He was issued an
official transcript on 15 December 2004.  This transcript was also filed in
the Education and Training Data section of his OMPF.

4.  Army Regulation 600-8-104 (Military Personnel Information Management/
Records) sets forth the policies, operating tasks and steps for governing
the OMPF; the Military Personnel Records Jacket; the Career Management
Individual File; Army Personnel Qualification Records; and Military
Personnel Information Management as a work category.  Paragraph 2-4 of this
regulation states that once a document is placed in the OMPF it becomes a
permanent part of that file and will not be removed from that file or moved
to another part of the file unless directed by the ABCMR, the Department of
the Army Suitability Evaluation Board, Army Appeals Board, Chief of Appeals
and Corrections Branch of the Human Resources Command, the OMPF custodian
when documents have been improperly filed, Human Resources Command as an
exception, Chief of the Appeals Branch of the Army Reserve Personnel Center
and Chief of the Appeals Branch of the National Guard Personnel Center.

5.  Table 2-1 (Composition of the OMPF) of Army Regulation 600-8-104
provides that all transcripts of credit from civilian colleges,
universities, trade schools, or business schools are filed on the OMPF for
enlisted personnel.

DISCUSSION AND CONCLUSIONS:

1.  The applicant was issued an official transcript from Grantham
University in October 2004 and it was properly filed in his OMPF.

2.  The applicant was awarded a Bachelors of Science Degree in November
2004.  As a result, he was issued a second official transcript and it was
filed in his OMPF.

3.  There is no evidence which shows these transcripts were filed in error
or were unjustly filed in his OMPF.  Based on Army Regulation 600-8-104,
all transcripts of credit from civilian colleges, universities, trade
schools, or business schools are filed on the OMPF.  Therefore, there is no
basis for granting the applicant's request.

BOARD DETERMINATION/RECOMMENDATION:

The evidence presented does not demonstrate the existence of a probable
error or injustice.  Therefore, the Board determined that the overall
merits of this case are insufficient as a basis for correction of the
records of the individual concerned.
