2. The applicant requests the removal of two orders dated 12 March and 19 March 2000 from his Official Military Personnel File (OMPF).
3. The applicant states that the two orders dated in March 2000, which awards him the Parachutist Badge are erroneous and improperly filed in his OMPF. He goes on to state that he was injured while performing a parachute landing fall (PLF) and was medically dropped and recycled to the following course. The same thing occurred in the following course and it was not until he returned on 7 December 2001, that he completed the course. However, he now has three orders awarding him the Parachutist Badge and only the 29 November 2001 order is correct. In support of his application he submits a copy of his diploma dated 7 December 2001 and his individual jump record.
4. The applicant’s military records show that he enlisted on 7 June 1990 for a period of 4 years and has remained on active duty through a series of continuous reenlistments. He was promoted to the pay grade of E-6 on 1 June 1999.
5. A review of his noncommissioned officer evaluation reports (NCOER) shows that in March 2001, the applicant did not possess a special skill identifier (SQI) of "P" to denote parachutist qualifications. However, his NCOER ending in December 2001 does reflect an SQI of "P".
CONCLUSIONS:
1. Although his records do not contain any information to indicate why he was terminated from the two other airborne training classes, it is reasonable to believe, given the evidence of record, that he was medically terminated and was allowed to return at a later date.
2. Therefore, it appears that an administrative oversight occurred when orders were published in each class he attended that awarded him the Parachutist Badge and SQI of "P".
3. Inasmuch as he has provided the Board a copy of his diploma and jump record to substantiate his claim, the Board finds that the orders dated 29 November 2001 are the only valid orders awarding him the Parachutist Badge and that the orders dated 12 March and 19 March 2000 should be revoked and removed from his OMPF.
4. In view of the foregoing, the applicant’s records should be corrected as recommended below.
RECOMMENDATION: That all of the Department of the Army records related to this case be corrected by revoking the orders dated 12 and 19 March 2000, which awarded him the Parachutist Badge, and removing the orders from his OMPF.
