THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests removal of the order revoking skill qualification identifier (SQI) 8 (Instructor) that is filed in his Official Military Personnel File (OMPF).

2.  The applicant states he was assigned to the 110th Aviation Battalion, Fort Rucker, Alabama in September 2005.

	a.  Upon arrival at Fort Rucker, he was instructed to report to the Commandant of the Noncommissioned Officer Academy (NCOA) for an interview.  He was selected to serve as Senior Training Developer/Writer for a period of four months.  He also attended the Small Group Instructors Training Course during this period.

	b.  He returned to his original unit of assignment and attended the Systems Approach to Training  (SAT) Course in February 2006 and the Total Army Instructors Training Course (TAITC) in March 2006.

	c.  He states orders awarded him SQI 8 on 20 October 2005, which was prior to the date he completed the prerequisite courses.  The order was later revoked when it was realized that he had not yet qualified for the SQI and the revocation order is filed in his OMPF.  He adds that the order suggests that the SQI was revoked based upon an adverse action.

	d.  He was awarded SQI 8 (or H (Instructor)) in March 2006. 
	e.  He adds that his Noncommissioned Officer Evaluation Reports (NCOERs) show he performed his duties in an outstanding manner during the period of his assignment at Fort Rucker and there is no adverse information in his records.  

3.  The applicant provides copies of the revocation orders, three certificates, and two NCOERs.

CONSIDERATION OF EVIDENCE:

1.  The applicant enlisted in the Regular Army on 6 July 1995.  He was awarded military occupational specialty (MOS) 15R (AH-64 Attack Helicopter Repairer) and he has served continuously on active duty to the present.

2.  He was promoted to sergeant first class (SFC)/pay grade E-7 on 1 December 2004.

3.  A review of the applicant's records shows the following documents are filed in the performance portion of his OMPF.

	a.  Headquarters, U.S. Army Aviation Warfighting Center, Fort Rucker, Alabama, Orders 297-276, dated 24 October 2005, that revoked Headquarters, U.S. Army Aviation Warfighting Center, Fort Rucker, Alabama, Orders 293-278, dated 20 October 2005, that awarded SQI 8 to the applicant.

	b.  DA Form 87 (Certificate of Training) that shows he completed the Small Group Instructor Training Course on 9 December 2005.

	c.  DA Form 87 that shows he completed the Systems Approach to Training Basic Course on 3 February 2006.

	d.  U.S. Army Aviation Center (USAAVNC) (G-3) Form 484 (Diploma) that shows he completed the TAITC on 17 March 2006.

	e.  Eight NCOERs spanning the period from October 2005 through January 2011 that document the applicant's successful performance of duty.  They also show his primary MOS code (PMOSC), as follows:

	 	(1)  Three NCOERs (1 October 2005 to 1 October 2007) - 15R4O

	 	(2)  One NCOER (2 October 2007 to 11 September 2008) - 15R4H

	 	(3)  Four NCOERs (12 September 2008 to 27 January 2011) - 15R48
4.  A review of the applicant's records failed to show a copy of an order awarding him SQI 8 or H or any adverse information.

5.  Department of the Army Pamphlet (DA Pam) 611-21 (Military Occupational Classification and Structure - DA Smartbook) identifies positions that require enlisted Soldiers qualified to be fulltime formal instructors and/or doctrine writer subject matter experts in a military subject at an Army service school or other organized training activity.

	a.  In order to be awarded SQI 8 (formerly SQI H) the individual must successfully complete an approved instructor course, either the TAITC or the Army Basic Instructor Course (ABIC), and be recommended by the chain of command.

	b.  Individuals can have no record of conviction by special or general courts-martial or civilian courts of offenses listed in Army Regulation 27-10 (Military Justice), chapter 24.

6.  Army Regulation 600-8-104 (Military Personnel Information Management/ Records) serves as the authority for filing documents in the OMPF.

	a.  Only those documents listed in Table 2-1 (Composition of the OMPF) and Table 2-2 (Obsolete or No Longer Used Documents) are authorized for filing in the OMPF.  Once placed in the OMPF, the document becomes a permanent part of that file.

	b.  Table 2-1 does not authorize the filing of MOS orders (either awarding or revoking an MOS) in the OMPF.

DISCUSSION AND CONCLUSIONS:

Orders pertaining to award or revocation of an MOS code are not authorized to be filed in the OMPF.  Therefore, it would be appropriate to remove the SQI revocation order from the applicant's OMPF.

BOARD DETERMINATION/RECOMMENDATION:

1.  The Board determined that the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by removing Headquarters, U.S. Army Aviation Warfighting Center, Fort Rucker, Alabama, Orders 297-276, dated 24 October 2005, from the applicant's OMPF.

2.  To ensure this decision results in no unintended harm to the individual concerned, following completion of the administrative corrections directed herein, this Record of Proceedings and all documents related to this appeal will be returned to this Board for permanent filing.  The Record of Proceedings and associated documents will not be filed in the individual's OMPF.
