      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests the removal of orders awarding him the
parachutist badge from his Official Military Personnel File (OMPF).

2.  The applicant states that his OMPF contains orders awarding him the
parachutist badge; however, he did not pass the course and is not airborne
qualified.

3.  The applicant provides a copy of the orders awarding him the
parachutist badge, a copy of orders assigning him to Fort Bragg, North
Carolina, with attendance at airborne training en route at Fort Benning,
Georgia, orders releasing him from assignment to Fort Bragg and assigning
him to Fort Irwin, California, and a copy of a noncommissioned officer
evaluation report showing that he was not awarded a parachutist special
qualification identifier (SQI).

CONSIDERATION OF EVIDENCE:

1.  He enlisted on 27 April 1999 for a period of 3 years, airborne training
and training as a combat engineer.  He successfully completed his one-
station-unit-training (OSUT) at Fort Leonard Wood, Missouri and was
transferred to Fort Bragg, North Carolina, with temporary duty at Fort
Benning, Georgia, on 15 October 1999, to attend airborne training.

2.  On 2 November 1999, orders were published at Fort Benning that diverted
the applicant for assignment to Fort Irwin.  His orders indicated that he
was          non-airborne qualified.

3.  The orders dated 24 October 1999 indicate that the applicant was
awarded the Parachutist Badge effective 5 November 1999.  Those orders are
filed in his OMPF.

4.  The applicant has remained on active duty through continuous
reenlistments and is currently serving in the pay grade of E-5.

5.  In the processing of this case a staff member of the Board contacted
officials at the Army Airborne School at Fort Benning to ascertain if the
applicant had graduated from the basic airborne course class number 02-00.
Officials at the school indicate that the applicant was deemed a physical
fitness (PT) test failure and released from the course as a non-graduate.


DISCUSSION AND CONCLUSIONS:

1.  The applicant’s contention that he did not graduate from basic airborne
training has been noted and found to have merit.  He did not graduate from
the course and was released as a being non-airborne qualified when he was
diverted to a non-airborne assignment.

2.  Accordingly, the orders awarding him the parachutist badge are
erroneous and should be revoked and removed from his OMPF.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief.  As a result, the Board recommends that all
Department of the Army records of the individual concerned be corrected by
removing orders number 286-567 dated 13 October 1999 which award him the
Parachutist Badge from his OMPF and revoking them.
