         The applicant and counsel if any, did not appear before the Board.

         The Board considered the following evidence:

FINDINGS :

1. The applicant has exhausted or the Board has waived the requirement for exhaustion of all administrative remedies afforded by existing law or regulations.


2. The applicant requests that orders showing that she was awarded the Parachutist Badge be deleted from her Official Military Personnel File (OMPF).

3. The applicant states that she did attend airborne school at Fort Benning, Georgia in early 1994; however, she dropped from the course due to an injury. If orders were issued revoking the award of the Parachutist Badge, they were never placed in her OMPF. She has no evidence to offer; however, states that her OMPF contains no documents to show that she completed airborne training.
Her efforts to have the order removed from her OMPF have been of no avail.

4. The applicant’s military records show that she enlisted in the Army for 4 years on 25 May 1993 for training as a TOW/Dragon Missile Electronic Repairer, MOS (Military Occupational Specialty) 27E1O.

5. Permanent Orders 021-287, Headquarters, United States Infantry School, Fort Benning, Georgia, dated 1 February [year is omitted from the order] shows that the applicant was awarded the Parachutist Badge on 11 February 1994 for successful completion of airborne training.

6. She reenlisted for 3 years on 6 March 1997. On 5 March 2000 she was released from active duty and transferred to a National Guard unit in Seattle. Her DD Form 214 (Certificate of Release or Discharge from Active Duty) reflects that her MOS was 27E1O, and that her awards included the Army Commendation Medal (two awards), and the Army Achievement Medal (two awards). It does not show award of the Parachutist Badge. It shows the military courses she completed, to include a two-week Germany Headstart and a one-week combat lifesaver course. It does not indicate completion of an airborne training course.

7. The applicant was discharged from the Army National Guard on 20 April 2000. On 12 June 2001 the applicant enlisted in the Army for 3 years.

8. On 1 October 2001 the applicant was promoted to sergeant in MOS 27E2O. On 9 November 2001 she completed the Primary Leadership Development Course. Her MOS shown on her academic evaluation report is 27E1O. On 1 June 2002 she was promoted to staff sergeant in MOS 27E3O. The applicant's Noncommissioned Officer evaluation report for the period ending in September 2002 shows her MOS as 27E3O. She completed the Basic NCO Course on 3 December 2002. Her MOS shown on her evaluation report is 27E3O.

9. The applicant's OMPF contains certificates showing the awards she has received and the training she has completed. Her file does not contain a certificate showing she completed airborne training.

10. Army Regulation 614-200 states in pertinent part, that Soldiers must successfully complete airborne training (be awarded SQI [Special Qualification Identifier] "P") to be assigned to an airborne position. The SQI is the fifth character of the MOSC (MOS Code) and may be used with any MOS unless restricted. The servicing chief, Military Personnel Division/commander, Personnel Services Branch, or the training activity commander will award fully qualified Soldiers appropriate SQI by publishing orders. SQI "P" indicates that a Soldier is fully qualified as a parachutist. The fifth character of the MOSC will contain the letter "O" when the Soldier is not qualified for an SQI.

CONCLUSIONS:

1. Notwithstanding the publication of orders awarding her the Parachutist Badge, the applicant's contention is accepted. There are no orders awarding her the SQI of "P" in her OMPF, nor does her MOSC code on the various documents contained in her record reflect that she was airborne qualified. Her file contains no certificate showing that she completed airborne training. Her 5 March 2000 DD Form 214 does not indicate completion of airborne training, nor award of the Parachutist Badge.

2. Consequently, the order showing that she was awarded the Parachutist Badge should be expunged from her OMPF.

3. In view of the foregoing, the applicant’s records should be corrected as recommended below.

RECOMMENDATION:

That Permanent Orders 021-287, Headquarters, United States Infantry School, Fort Benning, Georgia, dated 1 February showing that the applicant was awarded the Parachutist Badge on 11 February 1994 for successful completion of airborne training be expunged from her OMPF.
