2. The applicant requests that her records be corrected to show her award of the Army Reserve Component Achievement Medal (ARCAM).
3. The applicant states that she was unaware that her records did not properly document her award of the ARCAM until she was preparing her records for review by the promotion board.
4. The applicant’s military records show that she was commissioned a first lieutenant in the Army Reserve (USAR) on 29 January 1990. She served in the USAR until she was voluntarily ordered to active duty in January 1999 where she continues to serve.
5. In preparation of this case for the Board’s review, an advisory opinion was obtained from the Commander, U.S. Total Army Personnel Command. The Chief, Military Awards Branch, opined that the applicant was entitled to award of the ARCAM for the inclusive periods of 29 January 1990 through 28 January 1994 and a second award for the period of 29 January 1994 through 28 January 1997. A copy of this opinion was forwarded to the applicant and she concurred with the opinion.
6. Army Regulation 600-8-22 shows that the Secretary of the Army established the Army Reserve Component Achievement Medal (ARCAM) on 3 March 1971. The regulation states, in pertinent part, that this medal is awarded to members of the Army National Guard (ARNG) or Army Reserve troop program unit (TPU) or Individual Mobilization Augmentee (IMA) for completion of four years of service with a Reserve Component Unit. The qualifying period was reduced to three years effective 25 February 1995. Subsequent awards are designated by oak leaf clusters. No orders are published for award of this medal. Approved awards are to be administratively annotated on an individual’s records by the records custodian.
CONCLUSIONS:
1. The evidence of record documents that the applicant is entitled to award of the ARCAM for two periods of service. Therefore, it is appropriate to correct the error in her records by showing that she was awarded the ARCAM with one oak leaf cluster.
2. In view of the foregoing, the applicant’s records should be corrected as recommended below.
RECOMMENDATION:
That all of the Department of the Army records related to this case be corrected by showing that the applicant is awarded the ARCAM with one oak cluster for the periods of service of 29 January 1990 through 28 January 1994 and 29 January 1994 through 28 January 1997.
