2. The applicant requests that his Certificate of Release or Discharge from Active Duty, DD Form 214, be amended to add his Army Commendation Medal (ARCOM), his Certificate of Achievement, and to show he was recommended for promotion to Sergeant, E-5.
3. The applicant states that he just recently found his DD Form 214 and noticed it was incomplete. Supporting evidence is as listed on his DD Form 149.
4. The applicant’s military records show that he enlisted in the Regular Army on 2 March 1984. He completed basic training and advanced individual training and was awarded military occupational specialty 05H (Electronic Warfare Signal Intelligence Interceptor). He received a Certificate of Achievement for being selected as Honor Graduate of his O5H course.
5. The applicant was recommended for promotion to E-5 on 6 April 1986. His promotion packet is on file in his records. He was awarded the ARCOM on Permanent Orders 111-5, U. S. Army Field Station Augsburg dated 23 September 1986. Permanent Orders 111-5 are filed on his performance fiche.
6. The applicant was released from active duty on 1 March 1986. His DD Form 214 does not show he was awarded the ARCOM.
7. Army Regulation 635-5 prescribes the separation documents prepared for soldiers upon retirement, discharge, or release from active military service or control of the Army. It establishes standardized policy for the preparation of the DD Form 214. There are no provisions for entering certificates of achievement or for indicating a member’s promotable status on the form.
CONCLUSIONS:
1. The applicant was awarded the ARCOM and it should be added to his DD Form 214.
2. Although the applicant’s receiving a Certificate of Achievement and being recommended for promotion to Sergeant, E-5 are commendable, there are no regulatory provisions for entering certificates of achievement or for indicating a member’s promotable status on the DD Form 214.
3. In view of the foregoing, the applicant’s records should be corrected as recommended below.
RECOMMENDATION:
1. That the applicant’s DD Form 214 be amended to add the Army Commendation Medal.
2. That so much of the application as is in excess of the foregoing be denied.
