      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of his records to show the Global War
on Terrorism Expeditionary Medal, the Global War on Terrorism Service
Medal, and the Army Commendation Medal (ARCOM).

2.  The applicant states that he earned these awards during his military
service.  The applicant further states that he did not get orders for these
awards until after he was discharged.

3.  The applicant provides a copy of a Department of the Army Certificate,
dated 9 April 2002, and a DA Form 638 (Recommendation for Award), dated 5
April 2002.

CONSIDERATION OF EVIDENCE:

1.  The applicant is requesting correction of an alleged error that
occurred on
27 September 2002, the date of his separation from active service.

2.  Human Resources Command message, dated 17 March 2004, provides
instructions for award of the Global War on Terrorism Expeditionary Medal
and the Global War on Terrorism Service Medal.  Battalion commanders and
commanders of separate units are authorized to grant these awards to
Soldiers on active duty.  Soldiers who are discharged or retired must apply
to the
National Personnel Records Center for award of these medals.  The applicant
has been notified by separate correspondence of the appropriate application
procedures for award of these medals.  Therefore, requests for these awards
will not be addressed further in this case.

3.  The applicant enlisted in the Regular Army on 25 May 1999.  He
completed basic and advanced individual training and was awarded the
military occupational specialty 11C1V (Indirect Fire Infantryman).

4.  The applicant's records show that he was assigned to Headquarters and
Headquarters Company, 1st Battalion, 75th Ranger Regiment.

5.  The applicant was awarded the Army Commendation Medal for meritorious
achievement during Operation Enduring Freedom during the period 28
December 2001 through 5 April 2002 by Headquarters and Headquarters
Company, 1st Battalion, 75th Ranger Regiment Permanent Order Number 099-
99, dated
9 April 2002.


6.  The applicant also provided a copy of DA Form 638 which provided
justification for the ARCOM.  This document stated that the applicant was
recognized for his extreme professionalism while conducting combat
missions during Operation Enduring Freedom in Afghanistan.

7.  The applicant was honorably released from active duty on 27 September
2002 under the provisions of Army Regulation 635-200, chapter 4 at the
completion of his required active service.

8.  The applicant's DD Form 214 shows he was awarded the Army Good
Conduct Medal, the National Defense Service Medal, the Army Lapel Button,
the Army Service Ribbon, the Combat Infantryman Badge, the Parachutist
Badge, and the Ranger Tab.

9.  The ARCOM is not listed on the applicant's DD Form 214.

DISCUSSION AND CONCLUSIONS:

1.  The applicant contends that his records should be corrected to show
award of the Army Commendation Medal.

2.  The applicant was awarded the Army Commendation Medal on 9 April 2002
by Headquarters and Headquarters Company, 1st Battalion, 75th Ranger
Regiment Permanent Order Number 099-99.

3.  In view of the foregoing, the applicant's DD Form 214 should be amended
to show the Army Commendation Medal.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief.  As a result, the Board recommends that all
Department of the Army records of the individual concerned be corrected by
showing he was awarded the Army Commendation Medal.
