2. The applicant requests in effect, that his Certificate of Release or Discharge from Active Duty DD Form 214, be corrected to show the awards of the Army Commendation Medal (ARCOM) and the Army Achievement Medal (AAM).
3. The applicant states in effect, that he was awarded the ARCOM in 1981, while serving in Korea. He was awarded the AAM in 1982, while assigned to Fort Hood, TX. The applicant submits in support of his application copies of his award certificates.
4. The applicant’s military record shows that he entered active duty on 27 May 1980, for 4 years. He completed the required training and was awarded military occupational specialty 75B10 (Personnel Administration Specialist).
5. The applicant arrived in Korea on or about 6 October 1980 and was assigned to Headquarters & Headquarters Company (HHC) 1 Battalion, 9th Infantry,
2nd Infantry Division. He departed Korea on or about 21 October 1981. He was reassigned to HHC, 2 Battalion, 41st Infantry, 2nd Armored Division.
6. On 16 December 1982, the applicant was discharged from active duty. His DD Form 214, shows that he was awarded the Sharpshooter’s Badge (Rifle), the Army Service Ribbon and the Overseas Service Ribbon. It does not show the award of the ARCOM nor does it show the award of the AAM.
7. The applicant’s Personnel Qualification Record (DA Form 20), item
9 (Awards, Decorations & Campaigns) shows that he was awarded the ARCOM.
It does not show the AAM as an authorized award.
8. The applicant provides a copy of his ARCOM certificate and a copy of his AAM certificate.
9. There are no orders in the applicant’s record, which shows that he was awarded the AAM. There is no evidence that the applicant was recommended for the AAM by his chain of command.
10. General Orders #81, dated 13 October 1981, awarded the applicant the Army Commendation Medal for meritorious service from 15 October 1980 to
15 October 1981.
11. Army Regulation 600-8-22 provides, in pertinent part, that the Army Commendation Medal is awarded to any member of the Armed Forces of the United States, while serving in any capacity with the Army, who distinguishes himself by heroism, meritorious achievement or meritorious service. The award may be made to any individual recommended for the award.
12. Army Regulation 600-8-22 provides, in pertinent part, that the Army Achievement Medal is awarded to any member of the Armed Forces of the United States, or to any member of the Armed Forces of a friendly foreign nation, who while serving in any capacity with the Army in a noncombat area on or after 1 August 1981, distinguished himself by meritorious service or achievement of a lesser degree than required for award of the Army Commendation Medal.
CONCLUSIONS:
1. The evidence of record shows that the applicant was authorized the award of the ARCOM. General Orders #81, filed in the applicant’s service record shows that the applicant was awarded the ARCOM for meritorious service from
15 October 1980 to 15 October 1981. Therefore, the applicant is entitled to correction of his record to show the award of the ARCOM.
2. There is no evidence in the applicant’s service record, which shows that he was awarded the AAM. Although the applicant furnished a copy of a certificate of achievement for the period of 22 to 24 February 1982, it is insufficient evidence to warrant correction of his record. As with all personal decorations, formal recommendations, approval through the chain of command, and announcement in orders are required. If the applicant can furnish sufficient evidence such as an announcement order for the AAM he may reapply.
3. In view of the foregoing, the applicant’s records should be corrected as recommended below.
RECOMMENDATION:
1. That all of the Department of the Army records related to this case be corrected by showing the individual concerned was awarded the ARCOM.
2. That so much of the application as is in excess of the foregoing be denied.
