2. The applicant requests that his Certificate of Release or Discharge from Active Duty, DD Form 214, be amended to show he was awarded four Army Commendation Medals (ARCOMs), five Army Good Conduct Medals, and the Noncommissioned Officer Professional Development Ribbon (NPDR) with the numeral 3.
3. The applicant states that he believes the office preparing his DD Form 214 made a clerical error. He provides orders for the ARCOMs 3d and 4th awards, orders for the Army Good Conduct Medal 5th award, and his Service School Academic Evaluation Report, DA Form 1059, and diploma from the Advanced Noncommissioned Officers Course (ANCOC) as supporting evidence.
4. The applicant’s military records show that enlisted in the Regular Army on 27 January 1987.
5. The applicant was awarded the ARCOM basic on Permanent Order 57-3, Headquarters, 130th Engineer Brigade dated 30 August 1993. He was awarded the ARCOM 1st oak leaf cluster on Permanent Order 4-20, XVIII Airborne Corps
(certificate dated 4 January 1996). He was awarded the ARCOM 2d oak leaf cluster on Permanent Order 126-10, 20th Engineer Brigade dated 6 May 1999.
6. The applicant completed the Combat Engineer ANCOC on 22 November 2000.
7. The applicant was awarded the ARCOM 3d oak leaf cluster on Permanent Order 17-03, 20th Engineer Brigade dated 17 January 2002.
8. The applicant was discharged on 20 February 2002 to accept a commission or warrant. He had completed 15 years and 24 days of creditable active service. His DD Form 214 shows he was awarded the ARCOM 2d award, the Army Good Conduct Medal 4th award, and the NPDR with numeral 2.
9. The applicant was awarded the Army Good Conduct Medal 5th award on Permanent Order 72-08, Headquarters, 37th Engineer Battalion dated 13 March 2002.
10. Army Regulation 600-8-22 provides Army policy and criteria concerning individual military decorations. It states that the NPDR is awarded to members for successful completion of designated NCO professional development courses. It consists of the basic ribbon with numeral devices of 2, 3, or 4 which signify satisfactory completion of the respective levels of NCO professional development courses. Numeral 3 is worn for satisfactory completion of ANCOC.
CONCLUSIONS:
1. The applicant provides sufficient evidence to show he was awarded four ARCOMs and five Army Good Conduct Medals and to show he is authorized to wear the numeral 3 on the NPDR.
2. In view of the foregoing, the applicant’s records should be corrected as recommended below.
RECOMMENDATION:
That the applicant's DD Form 214 be amended to show he was awarded four ARCOMs and five Army Good Conduct Medals and to show he is authorized to wear the numeral 3 on the NPDR.
