         The applicant and counsel if any, did not appear before the Board.

         The Board considered the following evidence:

         advisory opinion, if any)

FINDINGS :

1. The applicant has exhausted or the Board has waived the requirement for exhaustion of all administrative remedies afforded by existing law or regulations.


2. The applicant requests that the Primary Leadership Development Course (PLDC) be added to his Certificate of Release or Discharge from Active Duty, DD Form 214.

3. The applicant states that he went to PLDC while at Fort Bliss, TX.

4. The applicant’s military records show that he enlisted in the Regular Army on 9 August 1988. He was assigned to Fort Bliss, TX as permanent party on 3 January 1989. He was promoted to Specialist, E-4 on 1 October 1990. He
departed Fort Bliss for Germany on 16 July 1992. He was promoted to Sergeant, E-5 on 1 November 1992. He was discharged on 24 April 1995.

5. The applicant’s Personnel Qualification Record, DA Form 2-1, does not show that he attended PLDC nor is there a PLDC completion certificate available. His Personnel Qualification Record, DA Form 2A, item 13 shows his military education code as “2.”

6. Army Regulation 680-29 prescribes the data code structure used to report and record personnel data via the automated Personnel Information System. In pertinent part, it states that noncommissioned officer education code “2” equals PLDC graduation.

7. Army Regulation 600-8-19 prescribes the enlisted promotions and reductions function of the military personnel system. It states that effective 1 October 1989 graduation from PLDC or an equivalent course was required prior to promotion to Sergeant, E-5.

8. Army Regulation 635-5 prescribes the separation documents prepared for soldiers upon retirement, discharge, or release from active military service or control of the Army. It establishes standardized policy for the preparation of the DD Form 214. In pertinent part, it states that all in-service training courses – title, number of weeks, and year successfully completed – will be entered in item 14.

CONCLUSIONS:

1. The Board finds the applicant’s contention that he did graduate from PLDC reasonable. His DA Form 2A indicates that he was a PLDC graduate and he could not have been promoted to Sergeant, E-5 without being a PLDC graduate.

2. Given the date of his promotion to Specialist, E-4 and the date of his departure from Fort Bliss, the most likely year he graduated from PLDC was 1991.

3. In view of the foregoing, the applicant’s records should be corrected as recommended below.
RECOMMENDATION:

That the applicant’s DD Form 214 be amended to add “Primary Leadership Development Course, 4 weeks, 1991” in item 14.
