THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show he completed the Primary Leadership Development Course (PLDC). 2. The applicant states he graduated from PLDC in Bad Toelz, Germany, in 1989. His records do not reflect his graduation from this course. 3. The applicant provides a photograph. CONSIDERATION OF EVIDENCE: 1. Title 10, U.S. Code, section 1552(b), provides that applications for correction of military records must be filed within 3 years after discovery of the alleged error or injustice. This provision of law also allows the Army Board for Correction of Military Records (ABCMR) to excuse an applicant's failure to timely file within the 3-year statute of limitations if the ABCMR determines it would be in the interest of justice to do so. While it appears the applicant did not file within the time frame provided in the statute of limitations, the ABCMR has elected to conduct a substantive review of this case and, only to the extent relief, if any, is granted, has determined it is in the interest of justice to excuse the applicant's failure to timely file. In all other respects, there are insufficient bases to waive the statute of limitations for timely filing. 2. The applicant's records show he enlisted in the Regular Army on 26 June 1979 and he held military occupational specialty 88M (Motor Transport Operator). 3. He served through multiple extensions or reenlistments, in a variety of stateside or overseas assignments, as shown below, and he attained the rank/grade of sergeant (SGT)/E-5. * Germany, from 28 February 1982 to 15 July 1985 * Germany, from 8 December 1986 to 5 July 1991 * Southwest Asia, from 7 January to 13 March 1991 4. His DA Form 2-1 (Personnel Qualification Record) shows he attended PLDC, 4 weeks, at Fort Campbell, KY in 1986 but he did not graduate. 5. There are no other records, such as a diploma, DA Form 1059 (Service School Academic Evaluation Report), or a certificate confirming his completion of PLDC. 6. He was honorably discharged on 8 July 1991. Item 13 (Decorations, Medals, Badges, Citations and Campaign Ribbons Awarded or Authorized) does not list the Noncommissioned Officer (NCO) Professional Development Ribbon, and item 14 (Military Education) does not list PLDC as a completed course. 7. He provides a photograph of an individual in uniform displaying multiple ribbons, including the NCO Professional Development Ribbon. 8. Army Regulation 635-5 (Separation Documents) at the time established the standardized policy for preparing and distributing the DD Form 214. The DD Form 214 is a summary of a Soldier's most recent period of continuous active duty and will be prepared for all personnel at the time of retirement, discharge, or release from active duty. Item 14 shows formal in-service training courses completed during the period covered by the DD Form 214; combat skills are not listed. DISCUSSION AND CONCLUSIONS: There is no evidence in the applicant's records and he provides none to support his contention that he completed PLDC. As such, there is insufficient evidence to enter this training course on his DD Form 214. If the applicant can provide a DA Form 1059 or a PLDC diploma, he may resubmit his case to this Board.
