2. The applicant requests correction of his military record to reflect that he was enlisted in the grade of private first class (PFC) rather than private (PV2).
3. He states that he had obtained sufficient college credits at the time of his enlistment to have been enlisted as a PFC but all documentation in correct form was not available.
4. The applicants records show that he enlisted in the Regular Army on 19 March 1996 in the grade of PV2. At the time of his enlistment, he had documentation showing that he had completed over 30 semester hours of college courses but not the required 60 hours to be enlisted as a PFC. He now has provided transcripts verifying completion of 95 semester hours of college level courses.
5. At the time this case was reviewed by the US Total Army Personnel Command on 21 January 1997, all school transcripts were not in the file so the Chief, Retention Management Division was unable to render a recommendation to the Board.
6. Army Regulation 601-210, Regular Army and Army Reserve Enlistment Program, provides that an applicant who has completed 60 or more classroom semester hours at an accredited college or university shall be enlisted in the grade of PFC.
CONCLUSIONS:
1. In accordance with regulations in effect at the time, the applicant had completed the requisite number of college courses to be enlisted in the grade of PFC.
2. Accordingly, his record should be corrected to show that he was enlisted as a PFC on 19 March 1996 and is entitled to any back pay and allowances due him from that date.
3. In view of the foregoing, the applicants records should be corrected as recommended below.
RECOMMENDATION:
That all of the Department of the Army records related to this case be corrected by showing that the individual concerned was enlisted in the grade of PFC on 19 March 1996 and is due back pay and allowance effective from that date.
