2. The applicant requests correction of his record to reflect that he was enlisted in the grade of private first class (PFC) rather than private (PV2).
3. He states that when he enlisted he had 106 semester hours of college credits and should have been enlisted as a PFC.
4. The applicants records show that he enlisted in the Regular Army on 8 February 1995 in the grade of PV2. At the time of his enlistment, he had completed 106 semester hours of college courses at the University of Texas at El Paso. In support of his request to adjust his enlistment grade, he has provided a transcript verifying completion of the stated number of college semester hours.
5. This case was reviewed by the US Total Army Personnel Command and on 14 January 1997, the Chief, Retention Management Division recommended approval of the applicants request.
6. Army Regulation 601-210, Regular Army and Army Reserve Enlistment Program, provides that an applicant who has completed 60 or more classroom semester hours at an accredited college or university shall be enlisted in pay grade PFC.
CONCLUSIONS:
1. In accordance with regulations in effect at the time, the applicant had completed the requisite number of college courses to be enlisted in the grade of PFC.
2. Accordingly, his record should be corrected to show that he was enlisted as a PFC on 8 February 1995 and is entitled to any back pay and allowances due him from that date.
3. In view of the foregoing, the applicants records should be corrected as recommended below.
RECOMMENDATION:
That all of the Department of the Army records related to this case be corrected by showing that the individual concerned was enlisted in the grade of PFC on 8 February 1995 and is due back pay and allowance effective from that date.
