2. The applicant requests that his rank upon enlistment be changed from private (PV2) to private first class (PFC). 3. He states that when he enlisted he had over 60 semester hours of college credits and should have been enlisted as a PFC instead of a PV2. 4. The applicant’s records show that he enlisted in the Regular Army on 10 February 1995 as a PV-2. At the time of enlistment he had completed 52 semester hours of college courses at Appalachian State University and 28 semester hours at Gaston College. In support of his request to adjust his enlistment grade, he has provided a transcript from each of the schools mentioned verifying his completion of the stated number of semester hours. 5. This case was reviewed by the US Total Army Personnel Command and on 20 December 1996, the Chief, Retention Management Division recommended approval of the applicant’s request. 6. Army Regulation 601-210, Regular Army and Army Reserve Enlistment Program, provides that an applicant who has completed 60 or more classroom semester hours at an accredited college or university shall be enlisted in the grade of PFC. CONCLUSIONS: 1. In accordance with regulations in effect at the time, the applicant had completed the requisite number of college courses to be enlisted in the grade of PFC. 2. Accordingly, his date of rank should be adjusted to reflect his enlistment on active duty in the grade of PFC effective 10 February 1995. 3. In view of the foregoing, the applicant’s records should be corrected as recommended below. RECOMMENDATION: That all of the Department of the Army records related to this case be corrected by showing that the individual concerned was enlisted in the grade of PFC effective 10 February 1995 and that he receive any back pay to which he is entitled effective from that date.
