2. The applicant requests correction of his date of rank (DOR) as a private first class (PFC) from 8 July 1996 to 27 November 1995. 3. He states that when he enlisted he had 61 college credits and should have been enlisted as a PFC instead of a private. He contends that his unit was unsuccessful when it tried to correct this error. 4. The applicant’s records show that he enlisted in the Regular Army on 27 November 1995 as a private (pay grade E-1). He was subsequently advanced to private (E-2) on 27 May 1996 and PFC (E-3) on 8 July 1996. 5. At the time of his enlistment he had completed 61 semester hours of college courses at the University of South Florida. In support of his request to adjustment his DOR, he has provided a college transcript verifying his completion of the stated number of college semester hours. 6. Army Regulation 601-210, Regular Army and Army Reserve Enlistment Program, provides that an applicant who has completed 60 or more classroom semester hours at an accredited college or university shall be enlisted in pay grade PFC. CONCLUSIONS: 1. In accordance with regulations in effect at the time, the applicant had completed the requisite number of college courses to be enlisted in pay grade PFC (E-3). 2. Accordingly, his DOR as a PFC should be adjusted to reflect his advancement to PFC (E-3) effective upon his entry into the Regular Army on 27 November 1995. 3. In view of the foregoing, the applicant’s records should be corrected as recommended below. RECOMMENDATION: That all of the Department of the Army records related to this case be corrected by showing that the individual concerned was advanced to PFC (pay grade E-3) effective 27 November 1995 and that he receive any back pay to which he is entitled as a result of this action.
