2.  The applicant requests that her enlistment grade be retroactively changed from private (PV1) to private (PV2).

3.  She states that when she enlisted she had more than 30 college credits and should have been enlisted in the grade of PV2.

4.  The applicant’s records show that she enlisted in the Regular Army on 16 November 1994 as a PV1.  At the time of her enlistment she had completed 31 semester hours of college courses at Dillard University in New Orleans, Louisiana.  In support of her request to adjust her DOR, she has provided a college transcript verifying completion of the stated number of college semester hours.

5.  Army Regulation 601-210, Regular Army and Army Reserve Enlistment Program, provides that an applicant who has completed 30 or more classroom semester hours at an accredited college or university shall be enlisted in grade PV2.

CONCLUSIONS:

1.  In accordance with regulations in effect at the time, the applicant had completed the requisite number of college courses to be enlisted in grade PV2.

2.  Accordingly, her DOR as a PV2 should be adjusted to reflect advancement to that grade effective upon her entry into the Regular Army on 16 November 1994.

3.  In view of the foregoing, the applicant’s records should be corrected as recommended below.

RECOMMENDATION:

That all of the Department of the Army records related to this case be corrected by showing that the individual concerned was enlisted in grade PV2 effective 16 November 1994 and that she should receive any back pay to which she is entitled as a result of this action.
