2.  The applicant requests correction of his military records by amending his 21 November 1991 reenlistment contract to show that he reenlisted with entitlement to a selective reenlistment bonus (SRB) of 2A.

3.  The applicant states that at the time of his reenlistment on 21 November 1991, he was informed that he was not entitled to receive an SRB.  However, he has since learned that he was entitled to receive an SRB based on his being Ranger qualified and being assigned to an authorized Ranger position at the time of his reenlistment.

4.  The applicant’s military records indicate that he was awarded a Ranger Tab on 13 March 1990 and a Parachutist Badge on 11 January 1991 upon successful completion of training at Fort Benning, Georgia. 

5.  After serving 4 years, 2 months, and 3 days of total active service, the applicant reenlisted on 21 November 1991 in military occupational specialty (MOS) 11B2V, Infantryman (Airborne/Ranger qualified), in the pay grade of E-5 for a period of 4 years.  His contract showed “no bonus entitlement.”

6.  The Total Army Personnel Command (PERSCOM), in a comment to this Board, advised that an SRB-2A was in effect for MOS 11B with skill qualification identifier “G” or “V”.  The PERSCOM indicated that the applicant served in a Ranger position throughout his term of reenlistment and that his request should be approved.

CONCLUSIONS:

1.  The applicant was reenlisted without a bonus entitlement that has resulted in an injustice to him in that a bonus was available and he was qualified to receive it.

2.  Accordingly, it would be equitable and just to correct the applicant’s records to show that he was authorized to receive the SRB-2A that was in effect at the time he reenlisted on 21 November 1991. 

3.  In view of the foregoing findings and conclusions, it would be appropriate to correct the applicant’s records as recommended below. 

RECOMMENDATION:

That all of the Department of the Army records related to this case be corrected by amending the 21 November 1991 reenlistment contract of the individual concerned to show that he was entitled to receive an SRB-2A in 11B, SQI “G” or “V”.
