GENERAL: The applicant appeals to change the reason and authority for the discharge and to change the reenlistment code.
The applicant was offered a personal appearance before the Discharge Review Board (DRB) but declined and requests that the review be completed based on the available service record.
The attached brief contains available pertinent data on the applicant and the factors leading to the discharge.
FINDING: The request to change the reason and authority for discharge and to change the reenlistment code is denied.
ISSUE: Applicant received an Honorable discharge for Personality Disorder
Applicant contends narrative reason for discharge is inaccurate. She submits her conduct leading up to her discharge was not due to a person1;1lity disorder, but were symptoms consistent with major depression among other mental health problems. The record indicates applicant was seen by Mental Health 25-29 March 1999 based on a Commander-directed Mental Health Evaluation. On 31 March 1999, the applicant was diagnosed with both an adjustment disorder and a personality disorder. The applicant's diagnosis is clearly documented in the record as a result of this evaluation. Applicant was found to have a pattern of maladaptive behavior which leads to clinically significant impairment in social, occupational, or other important areas of functioning. These conditions do not warrant a medical evaluation board. The psychologist found the disorder to be so severe that the member's ability to function effectively in the military environment was significantly impaired, and the applicant should be administratively discharged. The applicant's commander concurred with the evaluation and processed the applicant for discharge. After a complete and thorough review of the applicant's records and the evidence submitted by the applicant, the Board found the 31 March 1999 diagnosis to be accurate. The Discharge Review Board was sympathetic to the impact the narrative reason was having on the applicant, but this is not a matter of inequity or impropriety which would warrant an upgrade. The Board concluded the discharge was appropriate for the reasons which were the basis for this case.
CONCLUSION: The Discharge Review Board concludes that the discharge was consistent with the procedural and substantive requirements of the discharge regulation and was within the discretion of the discharge authority and the applicant was provided full administrative due process.
In view of the foregoing findings, the Board further concludes that there exists no legal or equitable basis for upgrade of discharge and determines the discharge should remain unchanged.
