AIR FORCE DISCHARGE REVIEW BOARD DECISIONAL RATIONALECASE NUMBER
FD-2013-00090
GENERAL: The applicant appeals to change the reason and authority for the discharge and to change the reenlistment code.
The applicant was offered a personal appearance before the Discharge Review Board (DRB) but declined and requests that the review be completed based on the available service record.
The attached brief contains available pertinent data on the applicant and the factors leading to the discharge.
FINDING: The requests to change the reason and authority for discharge and to change the reenlistment code are denied.
ISSUE:
Applicant received an Honorable discharge for Conditions that Interfere with Military Service, specifically, Adjustment Disorder.
Applicant submitted no issues regarding the inequity or impropriety of her discharge. The applicant does submit that she is trying to re-join the military and feels she has grown up and is more qualified to serve her country now. The record indicated that on 22 August 2008, Lt Col Z diagnosed the applicant with an Adjustment Disorder with Depressed Mood. Lt Col Z stated "The Service member's diagnosis does not meet retention standards for continued military service. The member's disorders are so severe that her ability to function in the military environment is significantly impaired." Lt Col Z then recommended the applicant be processed for an administrative discharge IAW AFI 36-3208. Her commander concurred and recommended she be discharged. By definition, and Adjustment Disorder is a short-term condition that occurs when a person is unable to adjust to a particular source of stress. After a complete and thorough review of the records, the Board found the discharge to be both equitable and proper based on her diagnosis.
In view of the foregoing findings, the Board further concludes that there exists no legal or equitable basis for upgrade of discharge and determines the discharge should remain unchanged.
