AIR FORCE DISCHARGE REVIEW BOARD DECISIONAL RATIONALE

CASE NUMBER

FD-2006-00239

GENERAL: The applicant appeals for upgrade of discharge to honorable.

The applicant was offered a personal appearance before the Discharge Review Board (DRB) but declined to
exercise this right.

The attached brief contains available pertinent data on the applicant and the factors leading to the discharge.

FINDINGS: The Board grants the requested relief.

The Board finds that neither the evidence of record nor that provided by applicant substantiates an
impropriety that would justify a change of discharge. However, during deliberations the Board was made
aware of a similar case in which the applicant in that case was honorably discharged and therefore directs
upgrade of the characterization in the currcnt case.

ISSUE:

After thorough consideration of the information provided by the applicant, the records of the case, and
additional information put forward during deliberations, the DRB concluded there was sufficient mitigation
to substantiate upgrading the discharge to honorable. While the Board did not condone the applicant's
incidents of misconduct, they did feel it would have been more equitable to characterize her service as
honorable. The Board based this decision primarily on findings from a contemporaneous case, involving
similar charges, in which the discharge characterization was upgraded.

CONCLUSIONS: The Discharge Review Board concludes that the discharge was consistent with the
procedural and substantive requirements of the discharge regulation and was within thc discretion of the
discharge authority and that the applicant was provided full administrative due process.

However, in view of the foregoing findings, the Board further concludes that the applicant's service is more
accurately reflected by an Honorable discharge.
