AIR FORCE DISCHARGE REVIEW BOARD DECISIONAL RATlONALE
CASE NUMRER
FD-2""6-00, 93
GENERAL: The applicant appeals for upgrade of discharge to honorable and to change the reason and
authority for the discharge.
The applicant was offered a personal appearance before the Discharge Review Board (DRB) but declined to
exercise this right.
The attached brief contains available pertinent data on the applicant and the factors leading to the discharge.
FINDINGS: Upgrade of discharge and change of reason and authority for discharge are denied.
The Board finds that neither the evidence of record nor that provided by the applicant substantiates an
inequity or impropriety that woilld justify a change of discharge.
ISSUE:
Issue 1. Applicant contends discharge was inequitable because it was too harsh. The records indicated the
applicant received an Article 15 and a Record of Individual Counseling for misconduct. The applicant
received an Article 15 for wrongfully participating in an organization that supports supremacist causes and
wrongful appropriation of government property. He was punished with a reduction in grade to Airman and
forfeiture of $400.00 pay for one month. The Hoard concluded the applicant's misconduct was a significant
departure from conduct expected of all military members. The characterizatioil of the discharge received by
the applicant was found to be appropriate.
Issue 2. Applicant states that his discharge did not take into account the good things he did while in the
service. The DRB took note of the applicant's duty performance as documented by his performance reports,
letters of recommendation and other accomplishments. They found the seriousness of the willful misconduct
offset any positive aspects of the applicant's duty performance. The Board concluded the discharge was
appropriate for the reasons which were the basis for this case.
CONCLUSIONS: The Discharge Review Board concludes that the discharge was consistent with the
procedural and substantive requirements of the discharge regulation and was within the discretion of the
discharge authority and that the applicant was provided full administrative due process.
In view of the foregoing findings, the Board further concludes that there exists no legal or equitable basis for
upgrade of discharge, thus the applicant's discharge should not be changed.

Board Members,
It has just now been brought to my attention there is this avenue to upgrade my
DD 214 discharge to Honorable fiom General to reflect my true service and commitment
to our nation,
My father is Chief Master Sergead-- -- --- -- --- ----- - i, USAF Ret. Security Police,
Hill AFB Utah. Whom personally pinned my security police'shield on my uniform at my
graduation ceremony at Lackland, AFB when I completed my Law Enforcement
Academy training. This was the proudest day of my life. They even kept a photo of this
, event in the Security Police museum at Lackland AFB.
I expected to follow in his footsteps and make a career of the USAF, but due to
the tragic course of events when my brother Sgt.: .................... 1, serving in the US
Army died in a traffic accident with his wife and two daughters, did I make a decision to
leave the Air Force and I confronted my First Serge-
to allow my discharge.
......................
I know he had my best interests in mind when he wanted me to continue with my
Air Force career. Things did not happen quite the way I had wanted, but I felt the need to
return home to my family and in my youth made some poor choices resulting in me
accepting a General discharge under honorable conditions so I could go home to be with
my family during their time of need.
I would like to correct this past injustice and once again serve my country.
I am now in the process to return to services for the United States government in
the Federal Air Marshal Service of the US Dept. of Homeland Security.
I respectfully request my DD-214 and service record be adjusted and corrected to
facilitate this opportunity to fulfill my patriotic duty and oath to serve my country . To
protect and defend the Constitution of the United States of American with Honor.
Thank you f ~ ~ y 0 y . r ~nsideration,
