GENERAL: The applicant appeals for upgrade of discharge to honorable.
Thc applicant was offcred a persolla1 appearance before the Discharge Rcvicw Roard (DRB) but declined to
exercise this right.
The attachcd brief contains available pertinent data on thc applicant and the factors leading to the discharge.
FINDINGS: IJpgradc of discharge is denied.
'l'he Board finds that neither the evidence of record nor that provided by the applicant substantiates an
inequity or iinpropricty that would justify a change of discharge.
ISSUE: Applicant does not contest her discharge. She states that she is interesting in pursuing a job in the
Federal Government and by changing her discharge; it will increase her chances of employment and success
for the futurc. 'lhe records indicated the applicailt received two Article 15s, seven Letters of Reprimand, one
Letter of Counseling, an Unfavorable Illformation File and was placed on the Control Roster lbr financial
irresponsibility, inissing appoint~nents, dereliction of duty, displaying a negative attitude, unprofessional
behavior and failure to obcy an ordcr. The DRB opined that through these administrative actions, the
applicant had ample opportunities to change her negative behavior. The Roard concluded the misconduct
was a significant departure from conduct expected of all military members. The characterization of the
discharge rcccived by thc applicant was found to be appropriate.
CONCLUSIONS:
'I'he Ilischargc Kcvicw Board concludes that the discharge was consistent with the
procedural and substantivc requirements of the discharge regulation and was within the discretion of the
discharge authority and that the applicant was provided full administrative due process.
In view of thc foregoiilg findings the Board further concludes that there exists no legal or equitable basis lor
upgrade of discharge, thus the applicLmtls discharge should not be changed.

1. I am recommending your discharge from the United States Air Force for Minor Disciplinary
Infractions. The authority for this action is AFPD 36-32 and AFI 36-3208, paragraph 5.49. If
my recommendation for discharge is approved, your service will be characterized as honorable,
general, or under other than honorable conditions. I am recommending that your service be
characterized as general.
2. My reasons for this action are:
a. On 13 Nov 02, you received an article 15 for the following offenses (atch 1 a):
(1) On or about 3 Aug 02, you made and uttered to Cypress Cove a certain check in the
words and figures as follows to wit, check # 591 in the amount of $600.00 and failed to
maintain sufficient funds for said check.
(2) On or about 5 Sep 02, you made and uttered to Cypress Cove a certain check in words
and figures as to wit, check # 625 in the amount of $966.14 and failed to maintain
sufficient funds for said check.
(3) On or about 1 Sep 02 through 3 1 Oct 02, you failed to pay a just debt to Cypress Cove

f. On or about 12 Dec 0 1, you were derelict in duty and you failed to go to a scheduled
meeting. For this action you received a Letter of Reprimand, dated 13 Dec 01 (atch If).
g. On or about 20 Jul01, you failed to go to your appointed place of duty for a scheduled
pretest on your CDC7s. On or about 21 Jul01 you were derelict in the performance of your
duties as a vehicle operator. For this action you received a Letter of Reprimand and were
placed on a control roster, dated 2 Aug Ol(atch lg).
h. On or about 21 May 01, you made and uttered to Osan Bowling Center a certain check in
the words and figures as follows to wit, check # 1883 in the amount of $5.25 and failed to
maintain sufficient finds for said check. For this action you received a Letter of
Counseling, dated 22 May 01 (atch lh).
i. On or about 21 May 01, you failed to obey an order. For this action you received a Letter
of Reprimand and it was placed in your UIF, dated 23 May 01 (atch li).
j. On or about 21 Jul01, you failed to pay just debts to several different agencies and
individuals in the amount of $3,325.40. For these actions you received a Letter of
Reprimand and an Unfavorable Information File was established, dated 21 Jul01 (atch lj).
3. This action could result in your separation from the Air Force. I am recommending that you
receive a general discharge. The commander exercising SPCM jurisdiction or a higher authority
will make the final decision in this matter. If you are discharged, you will be ineligible for
reenlistment in the Air Force.
4. You have the right to:
a. Consu.lt legal counsel.
b. Present your case to an administrative discharge board.
c. Be represented by legal counsel at a board hearing.
d. Submit statements on your behalf in addition to, or in lieu of, the board hearing.
e. Waive the above rights. You must consult legal counsel before making a decision to
waive any of your rights.
5. You have been scheduled for a medical examination. You must report to

. Instead of the appointed counsel, you may have another, if the lawyer you request

201. In addition to military counsel, you have the right to employ civilian counsel. The Air
Force does not pay expenses incident to the employment of civilian counsel. Civilian counsel, if
employed, must be readily available.
7. Confer with your counsel and reply, in writing, within 7 workdays, specifying the rights you
choose to exercise. The statement must be signed in the presence of your counsel who also will
sign it. If you waive your right to a hearing before an administrative discharge board, you may
submit written statements on your own behalf. 1 will send the statements to the discharge
authority with the case file to be considered with this recommendation. If you fail to respond,
your failure will constitute a waiver of the right to the board hearing.
8. If you request a board and you fail to appear without good cause, your failure to appear
constitutes a waiver of your right to be present at the hearing.
9. Any personal information you furnish in rebuttal is covered by the Privacy Act of 1974. A
