GENERAL:  The applicant appeals for upgrade of d i s c h a r g T S h o n o r a ~ -  -- 

The applicant was offered a personal appearance before the Discharge Review Board (DRB) but declined to 
:xercise  this right. 

The attached brief contains available pertinent data on the applicant and the factors leading to the discharge. 

FINDINGS: Upgrade of is denied. 

The  Board  finds  that  neither  the  evidence of  record  nor  that  provided  by  the  applicant  substantiates an 
inequity or impropriety that would justify a change of discharge. 

ISSUE:  Applicant  contends  discharge was  based  on  depression  and  alcohol.  The records  indicated the 
applicant received three Article  15s, five Letters of Reprimand, and five Records of Individual Counseling 
for  misconduct.  Her  misconduct  included  failure to  go  on  multiple  occasions,  disrespectful  language, 
dereliction of duty, disobeying a lawful order on two occasions, late for work on multiple occasions, failure 
to  pay just  debt, and having unauthorized person in dorm room  and lying about it.  The DRB opined that 
through these administrative actions, the applicant had ample opportunities to change her negative behavior. 
The  Board  concluded the  misconduct  was  a  significant  departure  from  conduct  expected  of  all  military 
members.  The characterization of the discharge received by the applicant was found to be appropriate. 

If she can provide additional documented information to substantiate an issue, the applicant should consider 
exercising her right to make a personal appearance before the Board.  If she should choose to exercise her 
right to a personal appearance hearing, the applicant should be prepared to provide the DRB with factual 
evidence of the inequity and any exemplary post-service accomplishments as well as any contributions to the 
community. 

CONCLUSIONS:  The  Discharge  Review  Board  concludes that  the  discharge  was  consistent with  thc 
procedural and  substantive requirements  of the discharge regulation  and  was  within  the  discretion of thc 
discharge authority and that the applicant was provided full administrative due process. 

In view of the foregoing findings the Board further concludes that there exists no legal or equitable basis foi 
upgrade of discharge, thus the applicant's discharge should not be changed.

Under Honorable Discharge Conditions 

To whom it may concern: 

I was 18 years old when I joined the Air Force. I wanted to learn a trade and felt that the 
Air Force was the best option for me. During basic trainiig I found myself loving it, I liked the 
goals laid out in front of me. After basic I went to Tech school. There I was given goals as well. 
When I arrived at Barksdale Air Force Base Shreveport, LA. I started to settle in to my new life. 
After the first two or three months I started to become depressed. I went to see the Doctor and 
was put on antidepressants. They seemed to work for a while.

After the first year the antidepressants did not seem to be doing the job. I found myself 

drinking alcohol to get though the days. This is how my life went for the next four years. I started 
to become more and more depressed. They even checked into the V.A. psyche ward for a couple 
of days. I was becoming very moody and unreliable. I was talking with my mental health 
professional and he suggested that maybe a medical discharge was the best path for me. Then I 
found myself pregnant. 

My mood at work was reflecting my life. I was difficult and hard to work with. My 
supervisor tried to taik to me and without considering my actions I said some inappropriate 
things. That was when, due to my actions, the paperwork was started to discharge me Under 
Honorable Conditions h m  the Air Force. 

I know there is no excuse for what I did wrong. But since I have been home and had my 

daughter, I have started to repair my life. I am currently living with my parents and am enrolled in 
school. I have turned, and will continue to turn, my live around. I look back and regret the things 
I have done and realize now how I should have handled the situations. I have received some 
LOA's  and will include them with this letter to show that I have done some good deeds while in 
the service. 

I am now asking you to please consider changing the status of my discharge from Under 

Honorable Conditions to Honorable.

1.  I am recommending your discharge fiom the United States Air Force for minor disciplinary 
infractions.  The authority for this action is AFPD 36-32 and AFI 36-3208, Chapter 5, Section 
H, Paragraph 5.49.  If your discharge is approved, your service will be characterized as 
honorable or under honorable conditions (general).  I am recommending that your service be 
characterized as under honorable conditions (general). 

2. My reasons for this action are: 

a.  On or about 18 Nov 02, you failed to go at the time prescribed to your appointed place 
of  duty,  and  you  were  disrespectll to  a  noncommissioned  officer.  For  this  incident, you 
received an Article 15, dated 26 Nov 02. 

b.  On or about 1 1 Apr 02, you failed to go at the time prescribed to your appointed place of 

duty.  For this incident, you received an Article 15, dated 17 May 02. 

c.  On or about 30 May 02, you disobeyed a lawful order when you were given a list of 

items to produce for Bag-Drag, and you  failed to produce those items.  For this incident, you 
received a Letter of Reprimand, dated 3 1 May 02. 

d.  On or about 30 May 02, you disobeyed a lawful order to have the required items for 

Bag-Drag inspection when you  failed to bring those items as ordered.  For this incident, you 
received a  Letter of Reprimand, dated 3 1 May 02. 

e.  On or about 30 May 02, you failed to go when you were ordered to obtain the items for 
the Bag-Drag inspection and return to duty, and you failed to return to duty as ordered.  For this

j.  On or about 23 July 99, you were derelict in your duty when you failed to service an 

Aircraft oil tank properly.  For this incident, you  received-a Record of Individual Counseling, 
dated 29 Jul99. 

k.  On or about 15 Jul99, you failed to go at the time prescribed to your appointed place 
of duty.  For this incident, you received a Record of Individual Counseling, dated 15 Jul99. 

1.  On or about 5 Dec 98, you failed to obey a lawful order when you were ordered not to 

allow a particular person in your dorm room, and you allowed that person in your dorm room. 
For this incident, you received a Record of Individual Counseling, dated 7 Dec 98. 

3.  Copies of the documents to support this recommendation are attached and will be forwarded 
to  the  separation  authority. 
The  separation  authority  will  make  the  findings  and 
recommendations  required  under  10  U.S.C.  2005(g)  regarding  recoupment  of  education 
assistance funds, if applicable.  The commander exercising special court-martial jurisdiction or 
a higher authority will decide whether you will be discharged or retained in the Air Force and, if 
you are discharged, how your service will be characterized.  If you are discharged, you will be 
ineligible for reenlistment in the Air Force and any special pay, bonus, or education assistance 
funds may be subject to recoupment. 

4.  You have the right  to consult counsel.  Military legal counsel has been obtained to assist
