APPLICANT REQUESTS THAT:
His home of record (HOR) be corrected to reflect Beaumont
(Jefferson County), Texas (TX).

APPLICANT CONTENDS THAT:
He was born in Texas and he claimed Texas as his home of record.
When he enlisted, his step-father was on military orders in
Germany.
In support of his appeal, the applicant submits his birth
certificate, leave and earnings statement, AF Form 100, Request
and Authorization for Separation and a photo of his passport.
The applicants complete submission, with attachments, is at
Exhibit A.

STATEMENT OF FACTS:
The applicant is a former member of the Air Force who served
from 16 January 2007 through 15 January 2013. His DD Form 4/1,
Enlistment/Reenlistment Document Armed Forces of the United
States, reflects APO, AE 09036 (Wuerzberg, Germany) as his home
of record at the time of his enlistment.

AIR FORCE EVALUATION:
AFPC/DPSIPE recommends denial. The applicants records reflect
APO, AE (Wuerzberg, Germany) as the HOR at which he resided
prior to entering the United States Air Force. That address is
listed as his HOR on the DD Form 4 and serves as the source
document for the HOR. The Joint Federal Travel Regulation for
Uniformed Service Members Appendix A states the home of record
is the place recorded as the home of the individual when
commissioned, appointed, enlisted, inducted or ordered into a
tour of active duty. Any correction made to a members home of
record must be fully justified and the home, as corrected, must
be the members actual home upon entering the service, and not a
different place selected for the members convenience.
There is no error or justification that warrants a change in the
members home of record.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the
applicant on 30 October 2012, for review and comment within
30 days (Exhibit D). As of this date, this office has received
no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of error or injustice. The
applicants contentions are duly noted; however, he has provided
no evidence which would lead us to believe his home of record or
his place of entry currently reflected in his records were
incorrectly recorded at the time he initially came on active
duty. Therefore, we agree with the opinion and recommendation
of the Air Force office of primary responsibility and adopt its
rationale as the basis for our conclusion that the applicant has
not been the victim of an error or injustice. In the absence of
evidence to the contrary, we find no basis to recommend granting
the relief sought in this application.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that
the application was denied without a personal appearance; and
that the application will only be reconsidered upon the
submission of newly discovered relevant evidence not considered
