RECORD OF PROCEEDINGS
AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS
IN THE MATTER OF: DOCKET NUMBER: BC-2012-03972
COUNSEL: NONE
HEARING DESIRED: NOT INDICATED
_________________________________________________________________
APPLICANT REQUESTS THAT:
His narrative reason for separation of Personality Disorder,
separation code of JFX, and reentry (RE) code of 2C which
denotes Involuntary separated with an honorable discharge; or
entry-level separation without characterization of service be
changed to allow him the opportunity to enlist with the United
States Army.
_________________________________________________________________
APPLICANT CONTENDS THAT:
He was having family problems and does not have a personality
disorder.
The applicant's complete submission, with attachments, is at
Exhibit A.
_________________________________________________________________
STATEMENT OF FACTS:
On 20 Mar 07, the applicant enlisted in the Regular Air Force.
On 29 Mar 07, the applicant was diagnosed with an Adjustment
Disorder with Depressed Mood by the Behavioral Analysis Service
(BAS), which was so severe that his ability to function
effectively in the military environment was significantly
impaired.
On 2 Apr 07, the applicant was notified of his commanders
intent to recommend that he be discharged from the Air Force
under the provisions of AFPD 36-32, Air Force Military Training
and AFI 36-3208, Administrative Separation of Airmen, paragraph
5.11.9, Conditions that Interfere with Military Service. The
commander recommended he receive an entry-level separation. The
applicant acknowledged receipt of the notification of discharge.
At that time, the applicant waived his right to seek legal
counsel and to submit a statement in his own behalf.
0n 3 Apr 07, the Assistant Staff Judge Advocate reviewed the
case file and determined it was legally sufficient to support
discharge. On 4 Apr 07, the discharge authority directed the
applicant be discharged from the Air Force with an
uncharacterized entry-level separation. He served 17 days of
total active duty.

AIR FORCE EVALUATION:
AFPC/DPSOR recommends approval of the applicants request to
change his narrative reason for separation and separation code.
DPSOR states a review of the applicants record reveals there
was an error in his separation record. Specifically, the
applicants DD Form 214, Certificate of Release or Discharge
from Active Duty, incorrectly reflects he was discharged with a
separation code of JFX and a narrative reason of Personality
Disorder. Since the applicant was diagnosed with an
Adjustment Disorder with Depressed Mood, his DD Form
214 should have reflected a separation code of JFY and
narrative reason for separation of Adjustment Disorder.
The complete DPSOR evaluation is at Exhibit C.
AFPC/DPSOA recommends denial of the applicants request to
change his RE code. DPSOA states the applicants RE code 2C is
required in accordance with (IAW) AFI 36-2606, Reenlistments in
the USAF, based on his involuntary discharge with
uncharacterized service.
The applicant does not provide proof of an error or injustice in
reference to his RE code.
The complete DPSOA evaluation is at Exhibit D.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
The applicant states he was raised in the military. His father,
grandfather and step-father all served in the military. His
grandfather had a huge influence on his life. He learned
everything from work ethics to being a man from his grandfather.
He grandfather was a father figure when his parents divorced.
The bond they shared was immensely important, strong and
inseparable.
While attending basic military training (BMT) he received a
letter informing him that his grandfather was ill. He wanted to
go home and say goodbye but was told no because his grandfather
was not considered his immediate family. He wanted to be there
for his grandfather, so he signed forms stating he had a
Personality Disorder.
The applicants complete response is at Exhibit F.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of an error or an injustice to warrant
changing the applicants RE code. In this respect, we note the
RE code issued in conjunction with his entry-level separation
appropriately identifies the fact that he was involuntarily
discharged with uncharacterized characterized service. In view
of the above and in the absence of evidence to the contrary, we
find no basis to recommend granting the relief sought in this
application.
4. Notwithstanding the above, sufficient relevant evidence has
been presented to demonstrate the existence of an injustice to
warrant changing the narrative reason for his separation to
Adjustment Disorder. We note the applicants records indicate
he was administratively separated under the provisions of AFI
36-3208, with the reason for his discharge being Personality
Disorder. However, after reviewing the evidence of record, it
appears the applicants narrative reason for separation
inaccurately reflects the circumstances surrounding his
discharge. Since the applicant was actually diagnosed with an
Adjustment Disorder with Depressed Mood, AFPC/DPSOR recommends
his narrative reason for separation be changed to Adjustment
Disorder, along with the corresponding separation code of
JFY. We agree with the opinion and recommendation of
AFPC/DPSOR to change the applicants records to reflect the more
appropriate narrative reason for separation, which more
accurately identifies the circumstances surrounding his
separation. Therefore, we recommend his records be corrected to
the extent indicated below.
________________________________________________________________
THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air
Force relating to APPLICANT be corrected to show that he was
discharged on 6 Apr 07, with a narrative reason for separation
of Adjustment Disorder, rather than Personality Disorder,
and a separation code of JFY, rather than JFX.
