APPLICANT REQUESTS THAT:
His date entered Reserve service be changed from 1 May 2012 to
1 October 2011.

APPLICANT CONTENDS THAT:
He was accepted into the Reserves on 1 October 2011 and
completed both his annual training and inactive duty training
(IDT) during the month of January 2012. When he tried to file a
travel voucher to get paid for the IDT days, he did not have
access to the required computer systems. The reason he lost
access was AFRC had changed him from the position at his gaining
unit at Davis-Monthan AFB to a centrally managed position at
Buckley AFB because they required a waiver because he was twice
deferred for promotion. This happened after AFRC had already
accepted him into the Reserves and allowed him to complete his
annual training.

STATEMENT OF FACTS:
The applicant is currently serving in the Air Force Reserves in
the grade of Captain, 0-3.

AIR FORCE EVALUATION:
AFRC/A1K recommends the applicant's military records be
corrected to reflect that he was assigned to the Air Force
Reserves effective 1 October 2011 as indicated on appointment
order PC-00037.
The applicant requested assignment into the Air Force Reserve on
20 May 2011 as an Individual Mobilization Augmentee (IMA). The
applicants request for Reserve Commission was approved by the
Secretary of Defense and as such, he was appointed on 1 October
2011. In accordance with (IAW) Air Force Instruction 36-2115,
Assignments Within Air Force Components, twice deferred officers
separating from active duty may request unit or IMA assignment
by submitting a request for a waiver. This action was not
initiated until 7 March 2012 due to an administrative oversight
and was ultimately approved on 1 May 2012, thus establishing the
current effective date of change of strength accountability
(EDSCA).

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the
applicant on 30 August 2012 for review and comment within 30
days (Exhibit C). To date, this office has not received a
response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to
demonstrate the existence of error or injustice warranting
relief. We took notice of the applicant's complete submission
in judging the merits of the case and agree with the opinion and
recommendation of the Air Force office of primary responsibility
and adopt its rationale as the basis for our conclusion that the
applicant has been the victim of an error or injustice.
Therefore, we recommend the applicants records be corrected to
the extent indicated below.
4. The applicant's case is adequately documented and it has not
been shown that a personal appearance with or without counsel
will materially add to our understanding of the issue(s)
involved. Therefore, the request for a hearing is not favorably
considered.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air
Force relating to APPLICANT be corrected to reflect an Effective
Date of Change of Strength Accountability (EDCSA) of
1 October 2011.
