APPLICANT REQUESTS THAT:

The Fitness Assessment (FA) dated 12 Mar 12 be removed from the 
Air Force Fitness Management System (AFFMS).

APPLICANT CONTENDS THAT:

She failed the FA dated 12 Mar 12, due to a miscalculation in 
the push-up portion of the FA.  During the push-up portion of 
the FA, the number 18 was called out aloud making her believe 
that she had completed the minimum number of push-ups needed to 
pass; however, thinking this, after dropping her knees, the 
Physical Training (PT) Leader said that she had completed 
16 push-ups, although he should have repeated the last number of 
correct push-ups while she was still in motion.

In support of her appeal, the applicant provides copies of an 
AF Form 1168, Statement of Suspect/Witness/Complainant, dated 
10 Apr 12 and her FA score record.

STATEMENT OF FACTS:

The applicant is currently serving in the Regular Air Force in 
the grade of airman first class (E-3).

She received an unsatisfactory score on his FA dated 12 Mar 12.  

On 20 Jun 12, a memorandum was sent by AFPC/DPSIM to the 
applicant requesting additional documentation.  Specifically, a 
copy of her signed score sheet, questionnaire for the fitness 
assessment in question, and a memorandum from the local FAC that 
the pushup portion of her fitness assessment was counted 
incorrectly.

AIR FORCE EVALUATION:

AFPC/DPSIM recommends denial.  DPSIM notes they queried the 
applicant for additional information with regard to her 
contention that she failed the FA due to a miscalculation of the 
push-up portion of her FA; however, the applicant failed to 
respond to their request.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the 
applicant on 28 Aug 12 for review and comment within 30 days.  
As of this date, no response has been received by this office 
(Exhibit C).

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by 
existing law or regulations.

2.  The application was timely filed.

3.  Sufficient relevant evidence has been presented to 
demonstrate the existence of error or injustice warranting 
corrective action.  We note the recommendation of the Air Force 
office of primary responsibility to deny the requested relief in 
the absence of additional documentation; however, based on the 
statement from the airman that administered the push-up and sit-
up portions of the FA, we believe the applicant has provided 
sufficient evidence establishing there was confusion concerning 
the actual number of push-ups she performed.  We also believe 
this raises doubt concerning the validity of the remainder of 
her FA.  Therefore, in view of the above and noting the 
applicant’s history of otherwise successful FAs, we recommend 
that her record be corrected to the extent indicated below.

THE BOARD RECOMMENDS THAT:

The pertinent military records of the Department of the Air 
Force relating to APPLICANT be corrected to show that the 
Fitness Assessment, dated 12 March 2012, be removed from the Air 
Force Fitness Management System.
