4. Additional Bronze Service Stars to his previously awarded
Vietnam Service Medal. (ADMINISTRATIVELY CORRECTED)

APPLICANT CONTENDS THAT:
He would like his family to have the requested awards at the
time of his burial at the VA National Cemetery.
In support of his appeal, the applicant provides e-mails and his
DD Form 214, Armed Forces of the United States Report of
Transfer or Discharge.

STATEMENT OF FACTS:
The applicant served in the Regular Air Force from 31 January
1967 through 22 January 1971. He was honorably discharged and
credited with 3 years, 11 months and 22 days of active duty
service.

AIR FORCE EVALUATION:
AFPC/DPSIDR recommends denial of the PUC. The applicant’s
entitlement to the AFOUA w/V, RVNGC w/P, and one Silver Service
Star to his previously awarded VSM were verified.
The PUC is awarded to units of the Armed Forces of the United
States and of cobelligerent nations, for extraordinary heroism
in action against an armed enemy on or after 7 December 1941.
The unit must display such gallantry, determination, and spirit
de corps in accomplishing its mission as to set is apart from
and above from other units participating in the same campaign.
The degree of heroism required is the same as that which would
warrant award of the Distinguished Service Cross to an
individual. An individual assigned or permanently attached to,
and also present for duty with a unit in the action for which
the PUC is awarded may wear the emblem as a permanent part of
their uniform.
The applicant served with the 8th Security Police Squadron, Ubon
Royal Thai Air Base from 21 March 1968 to 13 March 1969. The 8th
SPS was not awarded the PUC during the applicant’s tenure of
service with that unit. He does not meet the eligibility
criteria for the award of the PUC.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the
applicant on 28 August 2012 for review and comment within
30 days (Exhibit D). As of this date, this office has received
no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of an error or injustice. We took
notice of the applicant's complete submission and the available
evidence of record in judging the merits of the case; however,
we agree with the opinion and recommendation of the Air Force
office of primary responsibility and adopt its rationale as the
basis for our conclusion that relief beyond that already granted

administratively is not warranted. Therefore, in the absence of
evidence to the contrary, we find no basis to grant the relief
sought in this application.

The applicant be notified the evidence presented did not
demonstrate the existence of material error or injustice; the
application was denied without a personal appearance; and the
application will only be reconsidered upon the submission of
newly discovered relevant evidence not considered with this
