APPLICANT CONTENDS THAT:
He was attached to the 8th Security Police Squadron from April
1968 until April 1969. This unit was awarded the PUC during the
inclusive period of 6 March 1968 to 31 July 1969, the AFOUA w/V
during the inclusive period of 1 April 1968 to 30 September 1968,
and the RVGC w/P during the inclusive period of 9 May 1968 to
28 March 1969.
In support of his appeal, the applicant provides copies of unit
Dog Handler Rosters.

STATEMENT OF FACTS:
The applicant is a former member of the Regular Air Force, who
served on active duty from 22 November 1965 to 22 April 1969 for
a total of three years, five months, and one day of active duty.
He was progressively promoted to the grade of sergeant (E-4) with
a date of rank of 1 June 1968. His DD Form 214 reflects he
served 11 months and 26 days of Foreign Service and that he was
awarded the National Defense Service Medal (NDSM), Vietnam
Service Medal with one Bronze Service Star (VSM w/1BSS), and the
Republic of Vietnam Campaign Medal (RVCM).

AIR FORCE EVALUATION:
AFPC/DPSIDRA recommends denial for the PUC and the RVGC w/P.
DPSIDR indicates they were able to verify the applicants
entitlement to the AFOUA w/V and notified the applicant on
19 July 2010 that his records would be updated accordingly.
DPSIDRA states that the 8th Security Police Squadron received the
PUC for the inclusive periods of 16 December 1966 to 2 January
1967 and 1 January 1971 to 1 April 1971; however, the applicant
was not assigned to this unit during the qualifying periods.
Their office has not been able to locate official documentation
to verify the 8th Security Police Squadron was awarded the PUC
for the inclusive period of 6 March 1968 to 31 July 1969 as the
applicant contends. In addition, after a thorough review of Air
Force Pamphlet 900-2, Volumes I-IV, they were unable to verify
the 8th Security Police Squadron received award of the RVGC w/P.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 6 August 2010, a copy of the Air Force evaluation was
forwarded to the applicant for review and comment within 30 days
(Exhibit D). As of this date, this office has received no
response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of an error or an injustice. We note
the applicants records have been administratively corrected to
reflect his award of the AFOUA w/V; therefore, we will only
address his requests for the PUC and RVGC w/P. After a thorough
review of the available records, we found no evidence that the
applicant is eligible for the award of the PUC or the RVNGC w/P.
In view of this, we agree with the opinion and recommendation of
the Air Force office of primary responsibility and adopt its
rationale as the basis for our conclusion that the applicant has
not been the victim of an error or injustice. Accordingly, we
find no basis to recommend granting the relief sought in this
application in regard to the PUC and AFOUA w/P.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that
the application was denied without a personal appearance; and
that the application will only be reconsidered upon the
submission of newly discovered relevant evidence not considered
with this application.
