APPLICANT REQUESTS THAT:
He be awarded the Korean Service Medal (KSM) and that the appropriate
campaigns be added to his records.

APPLICANT CONTENDS THAT:
As a member of the 452nd Bomb Wing, he conducted combat operations in
Korean air space from Itazuke Air Base, Japan, starting on 27 Oct 50 and
then later from Miho Air Base, Japan, until moving to Korea. The 452nd
Bomb Wing did not operate from a Korean Air Base until 23 May 51. His time
with the 452nd in Japan was from 15 Nov 50 until 7 Jan 51 (2 months and 7
days) which meets the 30 consecutive days requirement.
In support of his request, applicant provided copies of his DD Form 214,
Special Order 67, the history of the 452nd Bomb Wing, and the KSM criteria.

STATEMENT OF FACTS:
The applicant entered active duty in the Air Force on 15 Jul 50 and served
as a Personnel Specialist. On 28 Mar 51, he was released from active duty
and transferred to the Air Force Reserve. He served a total of two years,
ten months, and seven days of which two months and seven days was Foreign
Service. He served in Japan from 15 Nov 50 to 7 Jan 51.

AIR FORCE EVALUATION:
AFPC/DPPPR recommends denial of the applicant’s request for award of the
KSM. The KSM was authorized on 8 Nov 50 for members of the Armed Forces
for service in Korea 30 consecutive or 60 nonconsecutive days between 27
Jun 50 – 27 Jul 54. Applicant’s official record reveals that he served in
Japan, from 15 Nov 50 to 7 Jan 51, not in Korea.
Applicant served with the 425th Bomb Wing (L), and conducted combat
operations in Korean air space from Itazuke Air Base, Japan. Applicant was
not on the ground in Korea. Applicant needs to provide official
documentation stating that he served on the ground in Korea, to be eligible
for the KSM.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
The basis for disapproval states that he must provide official
documentation stating he served on the ground in Korea, to be eligible for
award of KSM. This is not correct according to the criteria for the KSM
specified on AFPC’s own website. The criteria states (a) “Within the
territorial limits of Korea…: or, (b) With a unit under the operational
control of the Commander-in-Chief, Far East, as having directly supported
the military efforts in Korea.”
The 452nd Bomb Wing (L) was conducting combat bombing operations in Korea
from Japan during the period 15 Nov 50 – 7 Jan 51, when he was assigned to
it.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest of
justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. After a thorough review of the
applicant’s submission and the available evidence of record, we are not
persuaded that the relief requested should be granted. We further note the
applicant’s contention that the unit he was assigned to was conducting
combat bombing operations in Korea from Japan; however, the applicant has
not provided sufficient evidence to support his contention. Accordingly,
we find no compelling basis to warrant favorable consideration of the
relief sought in this application.

The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.

They indicated the Purple Heart (PH) is awarded for wounds received as a direct result of enemy actions (i.e., gunshot or shrapnel wounds, hand-to- hand combat wounds, forced aircraft bail out injuries, etc.).
