APPLICANT REQUESTS THAT:
Her records be corrected to reflect the following:
1. She was promoted to the grade of airman (E-2) on 17 Nov 10,
with a promotion effective date of 17 Nov 10 instead of
17 Aug 11.
2. She was promoted to the grade of airman first class (E-3) on
17 May 11, with a promotion effective date of 17 May 11.

APPLICANT CONTENDS THAT:
She met the requirements for promotion to these grades in
accordance with AFI 36-2502, Airman Promotion Program, Chapter 4,
and should have been promoted on the dates indicated.
In support of the appeal, the applicant provides copies of her
DD Form 1966, Record of Military Processing Armed Forces of the
United States, promotion information printout and extracts from
AFI 36-2502, Airman Promotion Program.

Exhibit A.

STATEMENT OF FACTS:
The applicant enlisted in the Air Force Reservein the grade of
airman basic (E-1) on 6 Apr 10 for a period of six years. A
Report of Individual Personnel reflects she was promoted to the
grade of airman on 17 Aug 11.
The remaining relevant facts pertaining to this application are
contained in the letter prepared by the appropriate office of the
Air Force, which is at Exhibit C.

AIR FORCE EVALUATION:
AFRC/A1K recommends approval of the applicants request
contingent upon the concurrence of the promotion authority. The
promotion authority may promote non prior service enlistees after
completion of both Basic Military Training and six months time in
service. It is solely at the discretion of the assigned
supervisor or designee to recommend promotion to the promotion
authority when an individual has met the promotion eligibility
requirements for promotion to the next higher grade.
Based on the supporting documentation, the applicant entered
initial active duty training as an airman basic on 17 May 10.
She would have been eligible for promotion, if approved by the
promotion authority, to the rank of airman on 17 Nov 10. Upon
completion of six months time in grade as an airman she would
have been eligible for promotion to the rank of airman first
class on 17 May 11, contingent upon the approval of the promotion
authority.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to applicant on
10 Nov 11 for review and comment, within 30 days. As of this
date, no response has been received by this office (Exhibit D).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to
demonstrate the existence of an error or injustice. After a
thorough review of the evidence presented we are persuaded the
applicant is the victim of an injustice. We note the comments by
AFRC/A1K indicating that while the applicant met the promotion
requirements for promotion to airman and to airman first class,
promotion is not automatic and that recommendation for promotion
is solely at the discretion of the commander. Nevertheless,
there is no evidence the applicant was denied promotion due to
misconduct or that action was taken by the promotion authority to
deny the applicants timely promotion. As such, we believe the
evidence is sufficient to resolve any doubt in her favor.
Therefore, we recommend the applicants records be corrected as
indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to the APPLICANT, be corrected to show that:
a. She was promoted to the grade of airman (E-2), with a
date of rank and promotion effective date (PED) of 17 November
2010.
b. She was promoted to the grade of airman first class
(E-3), with a date of rank and promotion effective date (PED) of
17 May 2011.

On 8 November 2011, the applicants DD Form 4 and DD Form 1966 were corrected to reflect he entered the Air Force in the pay grade of E-2. Upon completing the Article 15 punishment action, the applicant became eligible for promotion the following day to the rank of Airman, (E-2).
