APPLICANT REQUESTS THAT:
His records be corrected to show he was awarded the Air Force
Commendation Medal (AFCM).
He be awarded the National Defense Service Medal (NDSM) - ADMINISTRATIVELY CORRECTED.
He be awarded the Korean Defense Service Medal (KDSM) - ADMINISTRATIVELY CORRECTED.
APPLICANT CONTENDS THAT:
His DD Form 214, Certificate of Release or Discharge from Active
Duty, did not reflect the correct awards and decorations when he
separated from the Air Force.
In support of his request, the applicant provides a personal
statement, a copy of the AFCM certificate and citation, and a
copy of his DD Form 214.
While he has the AFCM certificate and citation he does not have
and has no access to, the special order that authorizes this
award. It is his belief that the absence or loss of this order
by administrative personnel resulted in the omission of the award
from his DD Form 214. He is not asking for anything he has not
earned. He has the citation and the accompanying medal. All he
wants is for the official record to reflect this fact.

STATEMENT OF FACTS:
The applicant enlisted in the Regular Air Force on 07 August
1981.
On 9 January 1991 the applicant was released from active duty
with an honorable characterization of service. He served 9 years,
5 months and 3 days of which 5 years, 2 months and 11 days were
Foreign Service.
The applicants DD Form 214 reflects that he was awarded the Air
Force (AF) Training Ribbon, USAF Noncommissioned Officer (NCO)
Professional Military Education (PME) Graduate Ribbon, AF
Achievement Medal, AF Good Conduct Medal, with 2 Oak Leaf
Clusters (OLC), Small Arms Expert Marksmanship Ribbon-Rifle, AF
Overseas Ribbon-Short with 3 OLC, AF Longevity Service Award
Ribbon with 1 OLC and AF Outstanding Unit Award with 4 OLC.

AIR FORCE EVALUATION:
AFPC/DPSIDR recommends denial. DPSIDR states after a thorough
review of the applicants Military Personnel Records (MPR) they
were unable to locate official documentation to verify
entitlement to an AFCM.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant
on 2 Dec 11 for review and comment within 30 days. As of this
date, this office has received no response.
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of error or injustice. We took notice
of the applicant's complete submission in judging the merits of
the case; however, we agree with the opinion and recommendation
of the Air Force office of primary responsibility and adopt its
rationale as the basis for our conclusion relief beyond that
already granted administratively is not warranted. Therefore, we
find no basis to favorably consider this application.
THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that
the application was denied without a personal appearance; and
that the application will only be reconsidered upon the
submission of newly discovered relevant evidence not considered
with this application.
