THE APPLICANT REQUESTS THAT: 

 

He be credited with four (4) additional points for the 
Retirement Year Ending (RYE) 30 Jul 09.

THE APPLICANT CONTENDS THAT: 

 

During this time frame, he was commuting from Iowa to his 
Reserve unit in Arizona. His unit was combining their unit 
training assembly (UTA) weekend drills to save on travel cost; 
however, the July UTA was rescheduled and he was not able to 
make up the weekend drills until Aug 09, which was after his RYE 
of 30 Jul 09. He was misadvised by his commander that his Aug 
09 drill would carry over and he would be credited with a good 
year. 

 

In support of his appeal, the applicant provides copies of a 
computer printout, Service History, dated 4 Mar 09 and his 
AF Form 40A, Record of Individual Inactive Duty Training, dated 
4 Aug 09.

STATEMENT OF FACTS: 

 

During the RYE of 30 Jul 09, the applicant was credited with 
15 active duty points, 16 inactive duty training points, and 
15 membership points, totaling 46 points.

THE AIR FORCE EVALUATION: 

 

ARPC/DPTS recommends approval, stating, in part, that even 
though the applicant did not complete a year of satisfactory 
federal service for RYE 30 Jul 09, his participation timing was 
mainly due to his unit's decision to combine the Jul and Aug 09 
UTAs and apparently not to oversight or poor planning on his 


part. The applicant's participation record shows that he 
consistently exceeded minimum participation requirements. In 
fact, RYE 30 Jul 09 is the only year of unsatisfactory service 
he has in nine years of Reserve service. By all accounts, the 
applicant acted in good faith, followed the direction of unit 
leadership and performed his inactive duty training as 
scheduled.

APPLICANT'S REVIEW OF THE AIR FORCE EVALUATION: 

 

A copy of the Air Force evaluation was forwarded to the 
applicant on 16 Dec 11 for review and comment within 30 days. 
As of this date, no response has been received by this office 
(Exhibit D).

THE BOARD CONCLUDES THAT: 

 

1. The applicant has exhausted all remedies provided by 
existing law or regulations. 

 

2. The application was timely filed. 

 

3. Sufficient relevant evidence has been presented to 
demonstrate the existence of error or injustice warranting 
corrective action. The Air Force office of primary 
responsibility has adequately addressed the issues presented by 
the applicant and we are in agreement with its recommendation to 
grant the requested relief. As such, we recommend the applicant 
be entitled to four additional non-paid inactive duty training 
points for a satisfactory year of credit during the Retirement 
Year Ending 30 Jul 09. Accordingly, we recommend the 
applicant’s record be corrected as indicated below.

THE BOARD RECOMMENDS THAT: 

 

The pertinent military records of the Department of the Air 
Force relating to APPLICANT, be corrected to show that for 
Retention/Retirement Year 31 July 2008 through 30 July 2009 he 
was credited with an additional four (4) non-paid inactive duty 
training (IDT) points resulting in 50 total points; and, this 
period was a year of satisfactory Federal service.
