THE APPLICANT REQUESTS THAT:
He be credited with eleven (11) non-paid inactive duty training
(IDT) points for the Retirement Year Ending (RYE) 17 Feb 96.

THE APPLICANT CONTENDS THAT:
Upon his transfer from active duty to the Air Force Reserve, the
Military Personnel Flight advised him that by completing his
normal training requirement he would be able to acquire enough
points to be credited with a good year. He followed these
instructions exactly and performed his duty with precision, all
the while believing that the calendar/clock worked like it did
on active duty. He discovered that his Retention/Retirement
(R/R) year anniversary was in February, resulting in his first
year of participation being an unsatisfactory year of service.
In support of his appeal, the applicant provides a copy of his
AF Form 526, Air Nation Guard/Air Force Reserve Point Credit
Summary, prepared 20 Apr 96.

STATEMENT OF FACTS:
The applicant was released from active duty, 13 Oct 94, and
transferred to the Air Force Reserve, without a break-in-
service. Upon his assignment to a Reserve unit, effective
25 Aug 95, he completed his first training period, in Sept 95.
During RYE 17 Feb 96, he was credited with 24 points towards
retirement.

THE AIR FORCE EVALUATION:
ARPC/DPTS recommends approval, stating, in part, the applicant
claims to have been led to believe that he would complete a
satisfactory year of Federal service by attending scheduled unit
training assemblies (UTAs) each month commencing in Sep 95. The
well-intentioned course of action led to an unsatisfactory year
of service for RYE Feb 96.
The applicant acknowledges that he is aware of his correct
Retention/Retirement Year anniversary date and has been on a
steady course of satisfactory participation since the misstep in
Feb 96.

APPLICANT'S REVIEW OF THE AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the
applicant on 19 Aug 11 for review and comment within 30 days.
As of this date, no response has been received by this office
(Exhibit D).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to
demonstrate the existence of error or injustice warranting
corrective action. The Air Force office of primary
responsibility has adequately addressed the issues presented by
the applicant and we are in agreement with its recommendation to
grant the requested relief. Accordingly, we recommend the
applicants record be corrected as indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air
Force relating to APPLICANT, be corrected to show that for
Retirement Year Ending 17 February 1996 he was credited with an
additional eleven (11) non-paid inactive duty training (IDT)
points resulting in 50 total retirement points; and, this period
was a year of satisfactory Federal service.
