APPLICANT REQUESTS THAT:
1. He be credited with six months of foreign service for his
service in Korea between Nov 1969 and May 1970; and,
2. His DD Form 214, Armed Forces of the United States Report of
Transfer or Discharge, Block 22C, Foreign Service Credit, be
corrected to reflect one year, nine months, and two days.

APPLICANT CONTENDS THAT:
His DD Form 214, does not reflect time served in Korea. He
served at Kunsan AB, Korea for six months from November 1969 to
May 1970.
In support of his request, the applicant provides a single page
of his medical record which shows he was treated for a head
injury at Kunsan AB, Korea in April 1970.

Exhibit A.

STATEMENT OF FACTS:
The applicants military personnel records indicate that he
enlisted in the Regular Air Force on 7 Sep 1966 and served until
the date of his Honorable discharge on 9 Sep 1970. According to
his DD Form 214, he was credited with one year, three months,
and two days of foreign service credit.
The remaining relevant facts pertaining to this application are
contained in the letter prepared by the appropriate office of
the Air Force, which is attached at Exhibit C.

AIR FORCE EVALUATION:
AFPC/DPAPP recommends denial, indicating they were unable to
determine the amount of additional foreign service time the
applicant should be credited with on his DD Form 214. The
applicants records accurately reflect one year, three months,
and two days of foreign service credit based on his assignment
to Italy from 9 May 67 through 10 Aug 68. Although they can
verify he was TDY to Korea on 1 Apr 1970 based on his medical
records, there was no other documentation to determine how long
he was actually in country.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the
applicant on 10 Nov 11 for review and comment within 30 days.
As of this date, no response has been received by this office
(Exhibit D).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of an error or injustice regarding the
applicants contention he served at Kunsan AB, Korea for six
months from November 1969 to May 1970. We took notice of the
applicant's complete submission in judging the merits of the
case; however, we agree with the opinion and recommendation of
the Air Force office of primary responsibility (OPR) and adopt
its rationale as the basis for our conclusion that the applicant
has not adequately documented that the length of time he served
in Korea. Notwithstanding the above, we note that the applicant
provided an excerpt from his medical records which appears to
indicate that he served in Korea for a period of eight days from
1 Apr 1970 to 8 Apr 1970. Therefore, we recommend his records
be corrected to the extent indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air
Force relating to the APPLICANT be corrected to show that:
a. His DD 214 Armed Forces of the United States Report of
Transfer or Discharge, Block 22C, Foreign Service Credit, be
corrected to reflect one year, three months, and ten days
Foreign Service credit.
b. He had boots on the ground in Kunsan AB, Korea from 1
April 1970 through 8 April 1970.

The applicants AF Form 11, Officer Military Record, reflects foreign service from 28 Jan 68 to 1 July 68 for 155 days. While the applicant has not provided conclusive evidence of the exact length of time he was in Korea, it is our opinion that the available evidence appears to weigh more in favor of amending the applicants DD Form 214 to reflect his foreign service as requested.
