APPLICANT REQUESTS THAT:
His DD Form 214, be amended to reflect his temporary duty service in Korea.

APPLICANT CONTENDS THAT:
In 1968, he went to Kunsan, Korea for about 30 days or more. He later went
on to Japan, Vietnam, Clark AB PI, Okinawa, then to Norton AFB. He later
reported to Travis AFB and was given 30 days of leave.
In support of his application he submits a personal statement. The
applicant’s submission, with attachment, is at Exhibit A.

STATEMENT OF FACTS:
The applicant enlisted in the Regular Air Force in the grade of airman
basic (E-1) on 20 May 1964. Records reflect an overseas tour in Vietnam
with assignment to Bien Hoa AB, Vietnam. On 17 May 1968, the applicant was
released from active duty for Expiration of Term of Service. On 18 May
1968, he was transferred to the Air Force Reserve for completion of his
military service obligation. He had served 3 years, 11 months and 28 days
on active duty of which 11 months, and 25 days was foreign service.
Effective 19 May 1970, he was honorably discharged from the Air Force
Reserve.

AIR FORCE EVALUATION:
AFPC/DPAPP recommends the application be denied. DPAPP states there are no
TDY orders, travel vouchers or any other documents that support the
applicant’s claim he served in Korea. DPAPP requested the applicant
provide documents that would indicate his TDY to Korea. He did not
respond. The DPAPP evaluation is at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 5 Nov
04 for review and response. As of this date, this office has received no
response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest of
justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. Applicant’s contentions are duly noted;
however, we do not find these uncorroborated assertions, in and by
themselves, sufficiently persuasive to override the rationale provided by
the Air Force. While the possibility exists that he may have been in Korea
at some time, he has provided no evidence substantiating he had temporary
duty service to Korea for any specific dates or length of time. Absent
such evidence, we agree with the recommendation of the Air Force and adopt
the rationale expressed as the basis for our decision that the applicant
has failed to sustain his burden that either an error or an injustice has
occurred. Therefore, we find no basis to recommend granting the relief
sought in this application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not demonstrate
the existence of probable material error or injustice; that the application
was denied without a personal appearance; and that the application will
only be reconsidered upon the submission of newly discovered relevant
evidence not considered with this application.
