APPLICANT REQUESTS THAT:
His DD Form 214, Certificate of Release or Discharge from Active
Duty, be amended to reflect he was awarded the Southwest Asia
Service Medal (SWASM).

APPLICANT CONTENDS THAT:
The SWASM is missing on his DD Form 214. He served in support of
Operation DESERT SHIELD/DESERT STORM from 2 Aug 90 through
1 Jun 92 and is entitled to the medal.
The applicants complete submission is at Exhibit A.

STATEMENT OF FACTS:
The relevant facts pertaining to this application are contained
in the letter prepared by the appropriate office of the Air
Force, which is at Exhibit C. Accordingly, there is no need to
recite these facts in this Record of Proceedings.

AIR FORCE EVALUATION:
HQ AFPC/DPSIDR reviewed this application and recommends denial.
The SWASM is awarded to service members who served in support of
Operations DESERT SHIELD/STORM, PROVIDE COMFORT or the Cease Fire
Campaign in one or more of the following areas from 2 Aug 90
through 30 Nov 95: The Persian Gulf, Red Sea, Gulf of Oman, Gulf
of Aden, the portion of the Arabian Sea that lies north of 10
degrees North latitude and west 68 degrees East longitude, as
well as the total land areas of Iraq, Kuwait, Saudi Arabia, Oman,
Bahrain, Qatar and the United Emirates. Individuals serving in
Israel, Egypt, Turkey, Syria, and Jordan (including the airspace
and territorial waters) directly supporting combat operations
from 17 Jan 91 through 30 Nov 95, shall also be eligible for the
SWASM. Service members are eligible for the SWASM if they were
permanently assigned, attached, or detailed for one or more days
with an organization participating in ground and or shore
(military) operations or meet other specific temporary duty
criteria. The SWASM is also not authorized for individuals who
supported the Gulf War from European or Pacific bases. However,
there was no official documentation located within the
applicants military personnel record which indicated he was part
of a U.S. military operation that qualifies for award of the
SWASM.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to applicant on
17 Jun 11 for review and comment within 30 days. As of this
date, no response has been received by this office (Exhibit D).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of error or injustice. After careful
consideration of the applicant's request and the available
evidence of record, we find insufficient evidence of error or
injustice to warrant corrective action. The facts and opinions
stated in the advisory opinion appear to be based on the evidence
of record and have not been adequately rebutted by applicant.
Absent persuasive evidence applicant was denied rights to which
he was entitled, appropriate regulations were not followed, or
appropriate standards were not applied, we find no basis to
disturb the existing record.

THE BOARD DETERMINES THAT:
The applicant be notified the evidence presented did not
demonstrate the existence of material error or injustice; the
application was denied without a personal appearance; and the
application will only be reconsidered upon the submission of
newly discovered relevant evidence not considered with this
application.
