APPLICANT REQUESTS THAT: 

 

1. His DD Form 214, Report of Separation from Active Duty, be 
corrected to reflect the Small Arms Expert Marksmanship Ribbon 
(SAEMR). 


 

2. His record be corrected to reflect service in Vietman. (Administratively Corrected).

APPLICANT CONTENDS THAT: 

 

His DD Form 214 does not reflect his service in Vietnam. He does 
not know why this information is no longer on his record.

STATEMENT OF FACTS: 

 

On 30 April 1968, the applicant enlisted in the Regular Air 
Force. He was progressively promoted to the grade of sergeant 
(E-4), having assumed that grade effective and with a date of 
rank of 1 January 1970. He was honorably discharged from the Air 
Force on 27 February 1970. He served 1 year, 9 months and 
28 days of total active service. 

 

On 25 January 2011, AFPC/DPSIDR corrected the applicant’s DD Form 
214 to reflect he was awarded the Air Force Outstanding Unit 
Award with Valor (AFOUA w/V), the Vietnam Service Medal with two 
Bronze Service Stars (VSM w/2 BSS), and the Republic of Vietnam 
Gallantry Cross with Palm (RVNGC w/P). 

 

The SAEMR is awarded to members of the US Armed Forces who, after 
1 Jan 63, qualify as expert in small arms marksmanship with 
either the M-16 rifle or issue handgun.

AIR FORCE EVALUATION: 

 

AFPC/DPSIDR recommends denial of the applicant’s request for the 
SAEMR. DPSIDR states after a thorough review of the applicant’s 
records, they were unable to locate the Air Force Form 22, Qualification Score Card or any other official documentation, 
qualifying him for the award of the SAEMR.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION: 

 

On 11 February 2011, a copy of the Air Force evaluation was 
forwarded to the applicant for review and comment within 30 days. 
As of this date, this office has received no response (Exhibit 
D).

THE BOARD CONCLUDES THAT: 

 

1. The applicant has exhausted all remedies provided by existing 
law or regulations. 


 

2. The application was not timely filed; however, it is in the 
interest of justice to excuse the failure to timely file. 


 

3. Insufficient relevant evidence has been presented to 
demonstrate the existence of an error or injustice regarding the 
applicant’s request for the SAEMR. After a thorough review of 
the available evidence and the applicant's complete submission, 
we find no evidence that his records should be corrected to show 
he was awarded the SAEMR. Therefore, we agree with the opinion 
and recommendation of the Air Force office of primary 
responsibility and adopt its rationale as the basis for our 
conclusion that the applicant has not been the victim of an error 
or injustice. In the absence of persuasive evidence to the 
contrary, we find no basis to recommend granting any relief in 
this application.

The applicant be notified that the evidence presented did not 
demonstrate the existence of material error or injustice; that 
the application was denied without a personal appearance; and 
that the application will only be reconsidered upon the
